City of Tacoma is seeking an experienced Regulatory Compliance Analyst, Senior to join our team. The Regulatory Compliance Analyst, Senior will be part of the Environmental Programs Group and will be responsible for overseeing Tacoma’s environmental permitting for Environmental Services’ construction, maintenance, and restoration projects. Specific tasks include: WRDA meetings, coordination with agencies, tribes and city staff, and submitting, tracking, and securing state, local and federal permits. The ideal candidate will have a strong understanding of environmental regulations, permitting requirements and excellent interpretation, communication and relationship building skills. This position is within the Environmental Programs Group - specifically the Natural Systems Management Team. Much of the day-to-day work of this position will be permitting activities related to Environmental Services construction and maintenance projects and mission.
An employee in this class must exercise initiative and independent judgment in the planning, direction, and performance of all program/project activities.
The ideal candidate will have training and experience that includes competency in the following areas:
+ Federal, State, and local regulations as well as local tribal commitments
+ Permitting processes and requirements including: SEPA, JARPA, HPA, EIS, and Waste Disposal Authorization
+ Environmental restoration projects, practices, monitoring and maintenance methods, and ecosystem functions
+ Permitting thresholds, processes, and timelines
+ Tracking and managing multiple timelines and projects
+ Building relationships with excellent communication and negotiation skills
Regulatory Compliance Analyst, Senior duties include:
+ Coordinate and partner with departments and staff throughout the City.
+ Participation in regional permitting meetings.
+ Initiate and lead regulatory coordination meetings.
+ Assist with developing technical resources related to environmental permitting for construction and maintenance projects.
+ Assist with environmental permitting needs of Environmental Services construction, restoration and maintenance projects including aquatic vegetation projects, Tacoma Smelter Plume Soil Management Plan, Waste Disposal Authorizations.
+ Develop and manage Environmental consultant contracts for permitting assistance and habitat assessment services including wetland delineations, biodiversity areas, and/or steep slopes. Review and approve consultant outputs.
+ Assist with communication and work on projects with other City departments and personnel, governmental and private agencies, consultants, contractors, vendors, and community members.
+ Gathers, compiles, and analyzes permit data; Assists with interpretation and implementation of regulations; analyzes data and submits reporting to ensure permit compliance.
+ Represent the City in a professional manner in regulatory, regional, and community settings.
Physical Requirements and Working Conditions:
+ This is a professional environment with most activities occurring in an office setting with periodic field visits to project sites, restoration/mitigation sites, and/or existing stormwater facilities.
+ Field work consists of evaluation of site conditions in relation to permitting requirements and visualization of proposed work and translation into permitting documents or communication.
+ Position may require driving, sitting, standing, walking or climbing.

Qualifications
Minimum Education*
Bachelor's degree in environmental science, natural resources, chemistry, biology or directly related field
Minimum Experience*
4 years of professional environmental science or natural resources compliance, planning or mitigation work
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Driver License at time of application with maintenance thereafter.
Professional registration or certification by a recognized organization or board within the applicants' discipline of science or engineering is highly desired
*Equivalency: 1 year of experience = 1 year of education
Knowledge & Skills
Technical
Have knowledge of regulatory principles Federal, State and Local Environmental Permitting for Environmental Services’ construction, restoration and maintenance projects (i.e. EIS, SEPA, JARPA, HPA and Waste Disposal Authorizations). Possess a strong background in environmental and ecosystem functions and benefits. A solid knowledge of construction practices is helpful.

Establish and maintain cooperative and effective working relationships with co-workers, the public, and other municipalities and federal agencies. Ability to lead small to large working teams. Establish, coordinate and direct work teams to accomplish assigned tasks to a successful completion. Ability to work as a team member in a supporting or managing role. Ability to coordinate multi-disciplined project teams.

Appropriately prioritize and concurrently provide guidance and consultation on multiple programs or projects, integrating many factors into decisions, and ensuring that work progresses toward achieving goals and objectives.
