Description
Under general supervision, the Supervisory Program Analyst III supervises a subordinate staff of professionals and paraprofessionals who perform duties relating to housing needs and services with the accountability to office management for the quantity and quality of the work done, and for assuring efficient and economical work operations. The Housing and Revitalization Department’s Detroit Housing Services Office (DHS) looks to address city-wide housing insecurity with preventative, responsive and broadly available measures. DHS is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services. As a participant’s housing needs change, so does the type of services available to them within the program.
The Supervisory Program Analyst III – Division Manager, Housing Stability oversees a network of partners, expands division stakeholders, and sets, streamlines and ensures the delivery of metrics for this Division as a whole. The Division Manager, Homelessness Services closely coordinates the Office’s immediate response to families at-risk of homelessness housing needs, the timely case management of impacted residents, and the transfer of individuals to case management pipelines. The Division Manager trains and oversees a team of managers and case managers who address residents housing concerns and oversee housing readiness. Significant compliance oversight is also required.
Examples of Duties
+ Supervise a subordinate staff of professionals and paraprofessionals who perform a variety of functions related to housing needs and services.
+ Plan, assign and review work to be accomplished by subordinates; set priorities and prepare schedules for completion of work.
+ Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees.
+ Evaluate performance of subordinates.
+ Give advice, counsel, or instructions to individual employees on both work and administrative matters; explain and gain the support of employees for management policies and goals.
+ Interview candidates for positions in work unit and make recommendations for appointment, promotion, or reassignment involving such positions.
+ Solve problems related to the work supervised; hear and resolve complaints from employees and refer group grievances and the more serious complaints not resolved to higher level supervisors.
+ Recommend minor disciplinary measures such as warnings and reprimands.
+ Identify developmental and training needs of employees and provide or make provision for such development and training.
+ Determine material, equipment, and facilities needed to accomplish work.
+ Provide advice to office leadership on program and production goals, priorities, and major work schedules.
+ Provide advice to office leadership on cost and budget analyses or forecasts and long-range human capital requirements.
Minimum Qualifications
+ Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
+ Minimum of four (4) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.
+ Experience in leading teams, projects or other assignments that illustrates supervisory capabilities
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
