CONSTRUCTION AND DEMOLITION DEPARTMENT
DATA CONTROLLER
This position is a Temporary Administrative Special Services (TASS)
The City of Detroit Demolition Department manages the City’s demolition program and the City’s residential stabilization/ rehabilitation program. These programs are a cornerstone in Mayor Duggan’s effort to revitalize Detroit.
The Data Controller will support the Construction and Demolition Department through data management, quality control, and data education, specifically within our facilities division. The Construction and Demolition Department utilizes Smartsheet and Cartegraph for data tracking, reporting, and analysis.
Examples of Duties
+ Process improvement within data systems, specifically asset management.
+ Assist with data quality control by cleaning, joining, updating, and refining data sets.
+ Work with various team members to facilitate data entry for electrical, plumbing, and mechanical work orders/tasks.
+ Monitor asset data for inaccuracies or discrepancies.
+ Monitor and facilitate data entry regarding requests, labor, equipment, and materials.
+ Creation of reports and dashboards.
+ Share data with other City departments and partner agencies, as directed.
+ Generate standard operating procedures for data-related processes in Cartegraph.
+ Advocation and exploration of asset management architecture and workflows, including the asset condition and scenario modules. Liaison for all system configurations needed.
+ Perform additional duties as directed.
Minimum Qualifications
+ Bachelor’s degree in urban planning, public policy, business, engineering, computer science, political science or a related field.
Equivalency
+ Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

KNOWLEDGE / EXPERIENCE:
+ Knowledge of basic data structures and formats.
+ Knowledge of Microsoft Office Suite, especially Microsoft Excel.
+ Ability to communicate with a wide variety of individuals and collaborate effectively on data solutions.
+ Experience with process improvement within data management systems, specifically asset management systems.
+ Basic understanding of government, planning, and/or policy, and a willingness to learn the complicated details of various programs within the Construction and Demolition Department.
ABILITY TO:
+ Fulfill oral and written instructions with efficient time management practices.
+ Works well in a fast-paced and demanding environment.
+ Multi-task.
This is a Temporary Administrative Special Services (TASS) position. This Appointment Term is based on availability of grant funds. This is a grant-funded position. The continuation of this role depends on the availability of ongoing funding. Employment beyond the current grant period is not guaranteed and will be based on the renewal of funding.

Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.
