This position is responsible for planning and executing all required Safety and Security programs.

    For over 140 years, DVA has been caring for its veterans and their dependents. As a Department, we believe in "serving those who have served." This is accomplished through our: Office of Advocacy and Assistance, Residential Facility, Healthcare Center, and Cemetery and Burial Services.

     

    The DVA has supported Connecticut Veterans and continues this tradition with Residential and Healthcare programming on our campus in Rocky Hill. There are two paths for residency at the DVA:

     

    + Residential Facility: offers temporary, supportive living with programming designed to return Connecticut Veterans to independent living in the community;

    + Sgt. John L. Levitow Healthcare Center: a state-of-the-art medical facility that offers long-term care for veterans with chronic, disabling conditions who require 24-hour assistance.

Our highly trained staff is dedicated to providing compassionate care to meet the unique needs of Veteran patients, built on the foundation of integrity, honor, and respect.     PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for directing the planning, development, coordination of safety and security services and programs at agency owned and leased facilities and properties.

    EXAMPLES OF DUTIES

    + Directs staff and operations of statewide safety and security services and programs at all state owned and leased properties;

    + Coordinates, plans and manages development of safety and security activities;

    + Establishes and maintains standards and procedures to ensure protection of employees, clients and the public while on state owned and leased properties as well as to ensure security of state equipment and properties;

    + Consults with and coordinates safety and security services with DAS Statewide Security Unit;

    + Coordinates security measures with other agencies or departments as well as community groups and local and State Police departments;

    + Assists in investigative activities of local and State Police which deal with properties under state or agency jurisdiction;

    + Establishes and coordinates safety procedures in such areas as fire safety, building safety inspection and emergency procedures including medical, fire evacuation and bomb threats;

    + Coordinates departmental OSHA safety program and conducts safety complaint investigations to ensure compliance with any safety, health and sanitary codes and environmental regulations;

    + Reviews and investigates departmental workers compensation activities;

    + Establishes and conducts a training program for departmental personnel and security staff;

    + Serves as departmental designee for State Emergency Operation Plan;

    + Prepares safety and security procedure manuals;

    + Consults with and advises department officials and managers on safety and security matters;

    + Oversees maintenance of records and logs of security incidents and completes required reports;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    + May oversee contracted security services;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + relevant state and federal laws, statutes and regulations governing employee security and/or safety including safety, health and sanitary codes and environmental regulations;

    + modern security and/or safety procedures and methods;

    + planning and coordination of security and/or safety investigations;

    + Knowledge of management principles and practices;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability to

    + develop, coordinate and direct a comprehensive security program;

    + organize and present clear and concise oral and written reports;

    + Ability to

    + train and provide employee and public security and/or safety information to assigned staff;

    + establish and maintain cooperative relationships with executives, associates, law enforcement personnel and the public.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of experience in a security, public safety, law enforcement, corporate or industrial safety operation.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Four (4) years of the General Experience must have been in a supervisory capacity in a security and safety unit of a large employer. This experience must have included the security and safety of the employees, property, buildings and equipment.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in business administration, public administration, criminal justice or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in a closely related field to safety and security may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience managing employees in a union environment operating 24/7/365

    + Experience in safety, law enforcement, corporate or industrial safety operations in a healthcare or academic campus type environment

    + Experience in directing and coordinating Emergency Management Programs including Incident Management Teams in accordance with National Fire Protection Association Standards

    + Experience in coordinating a healthcare safety program in compliance with Connecticut Department of Public Health, Connecticut Department of Labor, and Federal agencies such as the Center for Medicare and Medicaid Services

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required by the appointing authority to possess Certified Protection Professional designation or the ability to acquire the designation within an established time frame.

    + Incumbents in this class may be required to be on twenty-four hour call.

    + Incumbents in this class may be required by the appointing authority to possess any or all of the following certifications:

    + Certified Healthcare Protection Administer (CHPA)

    + Certified Healthcare Safety Professional (CHSP)

    + Certified Safety Executive (CSE)
