    Grants and Contracts Manager

    Required Qualifications (as evidenced by an attached resume):

    Bachelor’s degree (foreign equivalent or higher) and Five (5) years of full-time Sponsored Program or Research Administration experience** in a government, non-profit, and/or academic setting. I **n lieu of a Bachelor’s degree, a Master’s degree (foreign equivalent or higher) and three (3) of full-time sponsored Program or Research Administration experience in a government, non-profit, and/or academic setting may be considered.

    Preferred Qualifications:

    Two (2) years of full-time experience in pre-awards. Experience with NIH grants, including grant budgets. Experience managing other grant specialists. Experience with Microsoft Excel, Tableau, Huron Click and/or sponsor portals.

    Brief Description of Duties:

    The Grants & Contracts Manager will be part of the Office of Scientific Affairs in the Renaissance School of Medicine and will oversee and manage a diverse portfolio of sponsors and partners in relation to the School’s sponsored research activity. As an integral part of the research community and in support of the School of Medicine’s overall research mission, this position requires an unwavering commitment to service and excellence in a demanding, deadline-driven environment. This position involves working closely with, and serving as a liaison between, research faculty in the School of Medicine and the university Office of Sponsored Programs to ensure proposal objectives and submission deadlines are met. This role requires the ability to be adaptable and flexible to accommodate ongoing changes to internal and external policies and regulations, changes to deadlines, and balance conflicting priorities. Being able to work independently but to also be able to collaborate as part of a team with a collaborative approach to problem solving is essential. The successful incumbent must have strong verbal and written communication skills, exceptional interpersonal skills, strong attention to detail, and strong organizational skills.

    Duties:

    + Grants and Contracts Management and Policy Creation Supervises and manages the OSA pre-awards team, including the project staff assistant, to provide expert pre-award proposal preparation and submission guidance and oversight to faculty and administrators seeking external funding for research and other sponsored projects.

    + Oversee the review and timely submission of proposals and ensure they are submitted correctly and according to appropriate deadlines, federal and state laws, sponsor guidelines and requirements, and University policy and procedure governing sponsored research. consult with appropriate managerial staff on any exceptions to University policy, including program matching commitments, budgeting, facilities, and administrative rates, etc.

    + Provide direction, training, and assistance to faculty and administrators in the development of proposals, including but not limited to budgeting, interpretation of sponsor terms and policies, and University policies and procedures; obtain all necessary clearances and authorization prior to submission such as training mandates and disclosures.

    + Review terms and conditions on proposal solicitations and award documents as appropriate; collaborate with the Office of Sponsored Programs (OSP) at the University and/or Research Foundation Central officials to streamline the negotiation of negotiate terms as necessary for interdisciplinary, complex, and non-standard proposals and partner with OSP staff to facilitate agreements, including subcontracts, clinical trials and state agreements to ensure conformity with University policies

    + Serve as liaison between Principal Investigators (PI) and OSP, and represents the School of Medicine and researcher within the scope of authority in the negotiation of changes to sponsored research commitments, such as just in time budget adjustments

    + Assist with grant transfers in the institution and act as liaison between incoming faculty as well as other offices on campus, such as Property Control, if equipment is being transferred, etc. Guide faculty in the development of new or revised project budgets, including just-in-time, that include project-appropriate costs and ascertain use of current fringe benefits and facilities/administrative costs. Manage institutional cost-sharing and other matching costs, recognizing the need for accurate documentation. Review proposals to determine whether they meet the multifaceted criteria for a Stony Brook Foundation versus a Research Foundation submission.

    + Work independently in the routine review for the Dean's Office Sponsored Projects:

    + NIH grants (K, R, U, P, and training grants)

    + NRSA

    + Clinical Trials (Industry sponsored)

    + Co-operative Agreements

    + SWOG, COG

    + US Army Medical Command

    + Department of Defense

    + Voluntary Health Orgs / Societies

    + CDC

    + NRSA-VAMC

    + USPHS-VAMC

    + IPA-VAMC

    + Fellowships

    + Ensure completed application review for Deans Office desk audit including issues of effort reporting and cost sharing, matters of Clinical Offset agreements and VA Joint Appointment MOU's.

    + Develop and maintain School of Medicine Research Grants Reporting Database and use it to provide quarterly and more frequent reports, as needed, to Associate & Vice Deans of Scientific Affairs on grant submissions, research awards, research expenditures, and research dollars per square foot of research space.

    + Develop sponsor-related grant templates, develop workshop content and present to various constituencies. Develop and disseminate monthly research newsletter from Office of Vice Dean for Research, and changes to the Office of Scientific Affairs website. Provide coverage and back up administrative support to other members of the team. Providing lead work direction and training others on new skills and procedures.

    + Other duties as assigned.

    Special Notes:

    The Research Foundation of SUNY is a private educational corporation. Employment is subject to the Research Foundation policies and procedures, sponsor guidelines and the availability of funding. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
