Responsibilities As a Program Analyst at a minimum you will: Serve as a senior operations special advisor that directs the formulation and publication of OIG policy: advises and works with the Executive Director in establishing the goals and objectives of the office and subordinate divisions, the progress in accomplishing those goals and objectives as well as determining the human and financial resources needed to carry out the programs of the Office. Participates fully and authoritatively in planning and carrying out program development, implementation, and evaluation functions of the office including: 1) developing new programs and enhancing existing programs to improve effectiveness and adapt to office needs; 2) initiating and revising policies and procedural guidance; 3) reviewing and evaluating existing programs in terms of overall effectiveness; and 4) preparing comprehensive reports and/or recommendations to improve overall Office of the Inspector General (OIG) employee performance and satisfaction. Provide EX level representation for policy and procedure coordination. Conduct office-wide studies of occupations, personnel policies, programs, and practices. Plan, initiate, and conducts surveys to determine the effectiveness of personnel policies and programs. Report findings, proposes corrective actions, and/or makes appropriate recommendations for changes in policies, procedures, and techniques. Review interim and proposed regulations to determine their applicability to OIG policies and procedures. The incumbent works with the Executive Director in establishing the goals and objectives of the Office, tracks the progress in accomplishing the goals and objectives, and communicates that progress to both the OIG Strategic Planning and Performance Office and to the EX-staff. Lead planning efforts, organizes, and coordinates resource activities and tasks ensuring optimal allocation of fiscal, personnel, equipment, and space resources. Requirements Conditions of Employment Qualifications Applicants must have one-year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Planning, conducting, or participating in special studies personally or through team members. Providing advice, guidance, implementation, coordination, and direction on a range of administrative functions and operational issues, budget, policies, procedures, and directives. Identifying requirements and initiating requests for additional resources including personnel, equipment, supplies, and space to ensure success in meeting goals and objectives. Providing advice to senior supervisors on significant issues and problems related to work accomplishments and goals. Developing and evaluating policies in assigned program areas, taking necessary actions to achieve organizational objectives, and recommending program objectives and improvements for the future. There is no substitute of education for specialized experience for the GS-15 position. Education Education requirements do not apply to this vacancy announcement.
