Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
This is a professional accounting position within the Payment Management Section on the Vendor Payments Team in the Division of Fiscal Management within the Office of Management and Finance in the Office of the Secretary of the Louisiana Department of Health (LDH), the largest State department with an annual budget in excess of 19.8 billion dollars.
Vendor Payments processes invoices involving a variety of funding sources which include, but are not limited to, State General Funds, Self-Generated Revenues, Federal Fund and Statutory Dedications in order to provide timely financial services for all of the agencies listed above. All work is performed in accordance with State, Federal and Departmental laws, policies and procedures and is reviewed on the basis of results, reports and internal and external audits, both Federal and State.
The accounting duties required of the incumbent of this position are complex in nature and cover a multitude of accounting functions including, but not limited to, funds disbursement, expenditure control, accounts payable and various analysis and reconciliations.
This position requires a thorough understanding of the LaGov SRM (Supplier Relationship Management)/eProcurement and LaGov ERP (Enterprise Resource Planning) systems and interaction with contracts and procurement support personnel to coordinate efforts to satisfy purchasing requirements for issuance of purchase orders for vendor payments. Direct supervision is received from the Accountant Manager 1 in the Vendor Payments Sections. The incumbent exercises a wide latitude of independent in performing the duties and responsibilities of this position.

Accountant 3 – $22.82 hr / $1,825.60 bi-weekly
This position comes with a Premium Pay Rate of up to $2.00 per hour for hours worked only and based on years of service at Louisiana Department of Health (LDH) within the specified titles of Accountant 1-3:
0 months to less than 2 years - $1.00/hour
2 years to less than 4 years - $1.50/hour
4 years or greater - $2.00/hour
