Minimum Qualifications
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

Job Duties and Other Information
Job Duties:
55% Program Management and Oversight
Manages the statewide PSH application process, updating related processes, policies, and forms as needed to ensure compliance with federal, state, and program requirements. Maintains and enters applicant files into digital waiting list system.
Performs eligibility checks on all PSH applications, referrals, and reassignments to ensure program requirements are met. Oversees data mining/compiling of data from to manage the progress of PSH participants.
Identifies problems and issues and takes appropriate action to address issues which may prevent annual goals from being achieved (i.e. barriers to housing and successful tenancy).
25% Monitoring and Quality Assurance
Monitors providers in assigned regions to ensure compliance with federal and state rules and regulations, adjusting and updating the process as needed.
Keeps abreast of HUD and LHC rules and recommendations, makes policy recommendations, and develops and maintains standard operating procedures to meet changes in program requirements.
Conducts annual Quality of Service reviews with program participants and appropriate staff.
Documents all monitoring activities and develops, reviews, approves and follows-up on correction action plans as needed.
Conducts regular audits of program work to ensure compliance with state and federal rules and regulations; assess programmatic impact; and identify trends and opportunities for improvement.
Oversees and monitors the PSH program for compliance with the National Voter Registration Act.
Processes critical incident reports and monitors action plans when required.
15% Service Coordination
Maintains the PSH resource manual with housing-related information and emergency resources.
Coordinates and facilities PSH training for internal and external stakeholders.
Researches participant case information for PSH participants as requested by the governor's office, legislators, and members of the OAAS/LDH Executive Management Team.
5% Other
Performs other duties not listed but necessary for the effective operations of OAS.
Fulfills obligation for State’s emergency preparedness and response efforts as assigned during an emergency and assists impacted agencies, participants, and others to assure effective operations as soon as possible.

Preferences:
+ Experience in project management, and comprehensive knowledge of Medicaid Home and Community Based Service (HCBS) programs and other resources to facilitate access to long-term support and service programs.
+ Experience working with individuals with disabilities, individuals who are homeless, and individuals at risk of homelessness.
+ Knowledge of federal and state HCBS rules and regulations.
4. Experience with data collection, analysis and reporting.
