Overview

The Alternate Facility Security Officer (FSO) is responsible for managing of the industrial security in accordance with the National Industrial Security Program Operating Manual (NISPOM) and Department of Defense (DoD) regulations in support of the Ascension Island Base Operations Services (BOS) and Mission Support Services (MSS) contract. Stationed at Patrick Space Force Base, the FSO provides direct support to Space Launch Delta 45 (SLD 45) and contract personnel while ensuring full security compliance across program sites. This position includes periodic travel to Ascension Island to conduct inspections and compliance reviews and may support additional company programs as needed.

Responsibilities

+ Conduct physical inspections of secured areas and controlled spaces for proper storage, posting, and handling of classified materials.

+ Identify and report security violations and implement corrective actions in collaboration with local and corporate leadership.

+ Maintain compliance with DoD, NISPOM, and contract-specific security policies, including support for NISPOM Chapter 8 and DoD 8570 certifications.

+ Lead and document self-inspections, OPSEC assessments, and Industrial Security Reviews in support of SLD 45 and corporate requirements.

+ Conduct scheduled and unscheduled inspections on Ascension Island to assess local compliance with contract and DoD standards.

+ Process and manage Common Access Card (CAC), Cape Canaveral badge, and Foreign National access requirements, including coordination with the 45th Space Wing and Ascension Island host nation representatives.

+ Facilitate initiation and tracking of SF86, Periodic Reinvestigations (PR), and NACI investigations through the V2X Security Shared Services Center

+ Conduct security training and awareness briefings, in- and out-processing, and OPSEC-related education for all employees and subcontractors.

+ Maintain accurate records of completed training and ensure alignment with contract-mandated and Air Force training requirements.

+ Manage and submit travel authorization documentation for all employees deploying to or returning from Ascension Island.

+ Perform and maintain ISOPREP entries for employees, subcontractors, and designated contractor personnel per Air Force guidelines.

+ Support personnel with access issues, including DBIDS enrollment, visitor requests, and base access coordination with 45th Space Wing.

+ Prepare and maintain DD Form 2875 (System Authorization Access Request) and AF Form 4394 (User Agreement) files.

+ Provide support to subcontractors regarding security compliance, documentation, and access coordination.

+ Candidate must be able and willing to travel to Ascension Island as needed (typically quarterly) for inspections and compliance support.

+ Support of other programs across the company is expected as security needs arise.

+ Housing and travel expenses for Ascension Island trips will be covered in accordance with company and contract travel policies.

+ May be assigned additional responsibilities or support tasks as directed by the PM, Supervisor, COR, or other leadership in order to meet mission requirements or respond to emergencies.

Qualifications

Education

+ Bachelor’s degree in Criminal Justice, Security Management, Homeland Security, Political Science, Business Administration, or a related field is preferred.

+ In lieu of a degree, a high school diploma or GED combined with a minimum of 5 years of directly related experience in industrial security or government contract support may be accepted.

+ Completion of DCSA Facility Security Officer (FSO) certification and OPSEC Officer training (or ability to obtain within 6 months of hire) is required.

Additional Requirements

+ U.S. Citizenship and active Secret clearance required; TS/SCI eligibility preferred.

+ Minimum of 3–5 years of experience in industrial security or FSO responsibilities under DoD or government contracts.

+ Knowledge of NISPOM, DoD regulations, and federal security compliance standards.

+ Experience with e-QIP, NBIS, DISS, JPAS, DCII, and SWFT systems.

+ Proficiency with MS Office and document management systems.

+ Excellent interpersonal and communication skills for interacting with DoD officials, site staff, and subcontractors

Preferred Qualifications:

+ FSO certification from the Defense Counterintelligence and Security Agency (DCSA) CDSE.

+ Prior experience supporting DoD contracts in remote or overseas environments.

+ Familiarity with Space Launch Delta 45, Ascension Island operations, or international security coordination.

+ Exposure to NISPOM Chapter 8 compliance and DoD 8570 workforce requirements.
