Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Fuel Distribution System Worker Supervisor (Title 32) (Permanent), Position Description Number D2710000 and is part of the VA MTC, National Guard. Responsibilities As a Fuel Distribution System Worker Supervisor (Title 32), WS-5413-10, you will perform the below duties: Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods, and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work. Coordinates with personnel at Defense Logistics Agency-Energy (DLA-E) and Defense Fuel Supply Point (DFSP) on transfer and/or delivery of all fuel products. Advises and assists training units with fuel forecasting to successfully complete training requirements/exercises and managing training units' fuel account. Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to accomplish the work effectively and economically. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and material is available when needed. Coordinates work with other units. May be appointed as the Responsible Officer per DLA requirements. (60%) Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Adjusts informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Works to achieve the objectives of Government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Promotes the participation of subordinates in programs such as the suggestion program, cost reduction program, etc. Ensures that regulations governing safety and housekeeping are observed. Maintains production reports and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining. Implements safety and environmental regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. Prepares for and participates in various types of readiness evaluations, inspections, mobilization, and command support exercises. May be required to perform such additional duties as structural firefighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. Processes all fuel transactions for accountability and billing purposes to the Fuels Manager Defense (FMD) Enterprise Portal. Manages the fuel service contracts as a Responsible Officer (RO) and serves as the Quality Assurance Evaluator (QAE) for the Recurring Maintenance and Minor Repair (RMMR) contract for DLA-E. Performs the nonsupervisory work as needed. Performs other duties as assigned. Requirements Conditions of Employment Qualifications NOTE: Qualifications are based on breadth/level of experience. WHO CAN APPLY: GROUP IR - All qualified Male/Female Enlisted Members (E5/SGT - E8/MSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program with the MTC. Military Grades: Enlisted Members (E5/SGT - E8/MSG) GENERAL EXPERIENCE: Applicants must have experience supervising workers, either directly or through one or more subordinate leaders and/or supervisors. SPECIALIZED EXPERIENCE: Applicants must have at least 18 months of specialized experience, equivalent to at least the WS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the WS grade indicated. This experience must include activities such as: Planning weekly or monthly work schedules and sequence of operations. Recommending and participating in the selection of personnel to fill vacancies. Implementing safety and environmental regulatory requirements. Advising and providing counseling to employees regarding policies, procedures, and directives of management.
