    The Work You Will Do:

    District Construction Compliance Manager / District Six/Director of Operations / District Construction

     

    This position will contribute to the Agency by overseeing the Department’s Equal Employment Opportunity (EEO) Laws, the Disadvantaged Business Enterprise Program (DBE), the On the Job Training (OJT) Program and Construction Compliance. It monitors the activities of each Resident Engineer’s Compliance Officer and conducts quarterly Contractor Compliance Reviews to ensure contractor’s compliance with Federal Highway Administration requirements. This position also trains and monitors CEI Consultants and assists in monitoring the Department’s compliance with Title VI and related statutes.

    A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.

    Your Specific Responsibilities:

    Oversees employees by communicating regularly, motivating, training, evaluating and planning and directing employees’ work. Supervises the activities of the District Equal Employment Opportunity (EEO) Compliance Office to ensure that the Department’s policies, procedures and guidelines associated with external EEO Affirmative Action Program are followed. Such as, EEO discrimination and sexual harassment complaints. Oversees the activities of the District’s Disadvantaged Business Enterprise (DBE) Office to ensure that the Department’s policies, procedures and guidelines associated with DBE Affirmative Action Program and Construction On-The-Job Training (OJT) Programs are followed. This will include ensuring the enforcement of all DBE Specification contained in appropriate construction contracts.

     

    Oversees Contractor Payroll Violations throughout the District. Advise in the evaluation of DBE contractors as they relate to the sublet approval process. Negotiate and approve conciliation agreement between the contractors and the Department relating to the minority mix of employees only. Oversee the audits of actual work to ensure DBE participation as specified in the contract is performed by the minority contractor. Coordinates the investigation of construction equipment used by DBE to ensure ownership or lease contract by the using DBE. Reviews construction progress charts to determine whether the Prime Contractor is making reasonable progress in satisfying the DBE goal for the Contractor.

     

    Assist the District Title VI Coordinator in monitoring and reporting the Department’s compliance with Title VI and related statutes. Conducts quarterly Contractor Compliance Reviews, to ensure contractor’s compliance with Federal Highway Administration (FHWA-1273 requested Contract Provisions for Federal Aid Construction Projects). Duties include: conducting formal compliance audits with prime and subcontractors to ensure compliance with EEO in their recruitment, hiring and retention of employees, monitoring contractor’s commitment to maintain a diverse workforce inclusive of females and minorities; ensures construction worksites are free of discrimination and sexual harassment; ensures all contract employees are paid equitable without regard to race, gender and ethnicity. Negotiate and approve reconciliation agreement between the contractors and the Department. Submit formal Compliance Audits to FHWA and the Office of Equal Opportunity.

     

    Monitors the activities of each Resident Engineer’s Compliance Officer. This would include consulting with and advising the Resident Engineer or his Compliance Officer to ensure the Minority Program is carried out correctly. Also responsible for semi-annual in-depth review of all Resident Engineer Offices and accuracy of record management, etc. This may include directing Resident’s Staff to correct deficiencies found via Compliance Officer’s work or application of policy.

     

    Coordinate, train and monitor the Department’s Construction Engineering Inspection (CEI) Consultants to ensure that the EEO, DBE, and OJT Programs are properly administered and adequately controlled by the Consultant. This will stimulate compliance action similar to internal Construction Residence.

     

    Coordinate and prepare for periodic investigative reviews by the Central Office Minority Office and assist with “internal audit investigations.”

    + Knowledgeable of and skilled at using supervisory principles and techniques.

    Skills in:

    + Skilled at writing and speaking the English language on a comprehensive level to communicate effectively to the general public, work contacts and co-workers.

    + Skilled in the use of current computer programs at an intermediate level.

    Ability to:

    + Ability to manage and work with diverse groups of people.

    + Ability to interpret and apply Federal Guidelines and Regulations.

    + Ability to train personnel, contractors and consultant staff on contact compliance.

    + Ability to collect, evaluate and analyze data and prepare reports.

    + Ability to determine work priorities, assign work and ensure proper completion of work assignments.

    Other Job-Related Requirements:

    + During a declared emergency event, the incumbent will be required to assist the district as needed.

    Minimum Qualifications:

    + A high school diploma or its equivalent and two years of experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
