Essential Function:
Basic & Essential Functions:
1. Control Area Operations and Monitoring
1. Monitor and Maintain control area operations within required NERC and WECC compliance parameters.
2. Responsible for hourly checks of Interchange numbers and any Interchange corrections required with adjacent balancing areas.
3. Monitor and Maintain the District's compliance with the NWPP Reserve Sharing Program requirements.
4. Monitor WECC communication network messages and provide messages and responses as required.
5. Review of SOP’s and compliance material as assigned.
2. Transmission Operations and Dispatching
1. Monitor Transmission system conditions and take appropriate action as required, up to and including manual load shedding to prevent harm to neighboring control areas/balancing authorities and prevent cascading outages on the system.
2. Coordinate outages; manage switching and Safe Clearance requirements.
3. Coordinate outage investigation and system restoration.
4. Coordinate operations and outages with adjacent control areas
3. Distribution Operations and Dispatching
1. Administer District Callout Procedure as required.
2. Distribution Dispatcher after hours, weekends and holidays.
3. Customer contact during afterhours outages.
4. Fill out and route Trouble Reports as afterhours Distribution Dispatcher.
4. Mid-Columbia Hourly Coordination Operations
1. Control generation resources and the river hydraulics within all the non-power constraints.
2. Manage Mid-Columbia Hourly Coordination Program and make manual corrections as required to maintain the operation of the Mid-Columbia (Mid-C) river system. This includes the implementation of operations created by non-power constraints on the system.(Under the direction of the Mid-Columbia Coordinator and Operations Technical Advisor or designee)
3. Primary real-time contact to Mid-C owner operators, all participants in Mid-C generation contracts and agencies involved in Columbia River operations
4. Maintain Station and Hourly Coordination Logs to the satisfaction of the Chief Dispatcher and the Mid-C Hourly Coordination Operating Group.
Other Essential Functions:
+ Work under the direction of the Chief Dispatcher or their designee to carry out the reliability operation of each work shift.
+ Implement District Emergency Action Plan (EAP) as required.
+ Fill out and submit PNSC daily report.
Education** **:
Must possess current NERC Power System Operator Certification at the Reliability Authority or Balancing, Interchange and Transmission Operations Level. B.S. degree in engineering field strongly desired.
Experience:
Minimum five years’ experience working as a NERC certified dispatcher at a utility or ISO. WECC region experience preferred. Experience with hydro generator dispatch preferred. Equivalent experience and training as determined by the District may be substituted.
Other Knowledge, Skills and Abilities:
Knowledge
+ Bulk system power operations theory.
+ Thorough knowledge of Safe Clearance Procedures, Hot Line Protection and Washington State Electrical Workers Safety Rules for both routine and emergency situations.
+ Sufficient skills in mathematics to interpret meter readings and work with a large volume of numbers and a basic understanding of trigonometry as it pertains to high voltage electric system operation.
+ Able to read and understand maps and system drawings.
+ Knowledge and understanding of the EMS control computer, Supervisory Control (SCADA) equipment, Mapguide, Distribution Device Inventory (DDl), PeopleSoft for Customer Information, Trouble Reporting System (TRS), Cable Fault Program and certain other Corporate Computer applications required to perform the duties of the position.
Abilities
+ Ability to work with various computer programs used in Power System Operations. Including strong skills working with Microsoft Office Suite.
+ Able to recognize and clear all sources of energization on the transmission and distribution systems.
+ Able to take outage requests, coordinate and write switch orders for them.
+ Recognize type of trouble by relay action and targets.
+ Ability to remain calm and be able to deal with customers and other utilities under adverse conditions.
+ Communicate in writing and/or verbally, complex technical subject matter.
+ Ability to understand generation, transmission and distribution problems.
+ Ability to work independently, safely and courteously as the District's primary contact with the public and other utilities during other than normal business hours.
+ Ability to travel for purposes of training and representing the District at industry-related meetings.
+ Will have trained in and demonstrated the ability to operate the Mid-C Hourly Coordination Program in an effective and equitable manner.
+ Have a good radio and telephone voice
+ Must be willing to sit for long periods of time doing repetitive tasks.
Professional Certifications:
+ Must possess and maintain NERC Power System Operator Certification as required.
NOTE:
The District will administer training requirements and records.
The District is committed to providing training, time and materials necessary to acquire and maintain current professional certification and qualifications required to maintain employment status with the District.
Physical Requirements:
+ This position works in a standard office environment most of the work week to include heated and air-conditioned office space.
+ Must be mentally and physically fit for duty.
+ Must be able to travel to and from meetings in automobiles and airplanes.
+ Must be able to use a computer and read computer screens, reports, spreadsheets, hear well in meetings and on radio or telephone communications, have good visual perceptions and clear intelligible speech.
+ Must be able to work in stressful situations and make good decisions under extreme pressure.
+ Work shift will be rotating 12 hour shifts with a six person schedule rotation.
Selection Criteria:
The District retains the right of selection for the Power System Operator progression.
First consideration shall be given to District employees but the District may hire as it determines necessary to meet System Operation requirements
