# Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States.
Bechtel has successfully and safely completed construction, and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
# Job Summary:
This role is the primary contact for the Project on environmental permits, planning, performance and compliance during construction and start-up phases. The position will supervise a team to provide technical support and guidance to project functions, relevant to field activities so to mitigate risk or harm to environmentally sensitive areas, species, and communities. The position maintains contact with regulatory and resource agencies, as necessary, and is responsible for implementing a systematic environmental and compliance program throughout the Project’s field execution phases. \#LI-VB1
# Major Responsibilities:
+ Supervises the Project’s environmental services program, in compliance with Bechtel’s ES&H Management System, and contract and regulatory requirements.
+ Ensures that environmental and regulatory requirements are integrated into planning documents, design criteria, construction and commissioning plans, schedules, training programs, and subcontract documents.
+ Works with other project-level functional leads (e.g., engineering, construction supervision, CSU, contracts, procurement, project controls) on integrating and addressing environmental requirements in their work packages, executing field activities and products.
+ Communicates environmental needs, actions and information with site management, front-line supervision and various subcontractors as necessary.
+ Builds a working relationship with Customer and external stakeholders on environmental and permitting issues.
+ Identifies and oversees preparation and submittal of environmental permit applications, reviews and negotiates permit conditions with regulatory agencies, tracks permit compliance and closeout, and guides implementation of project-specific mitigation plans.
+ Emphasizes and uses risk assessment, data analysis, and Bechtel’s ESH Management System to help track and achieve continual improvement.
+ Participates in ESH emergency preparedness planning and confirms investigation and resolution of environmental incidents.
+ Conducts inspections, monitoring, and sampling to assess compliance with contractual commitments, laws and regulations, environmental permits, and Bechtel requirements.
+ Supervises field-based monitoring and reporting (e.g. noise, air, water, soil) as required by permits.
+ Supervises assigned environmental personnel and provides guidance on their work activities.
+ Delivers training and awareness campaigns on environmental, sustainability and regulatory compliance aspects to the Project workforce through various formats.
# Education and Experience Requirements:
+ Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 8 -10 years of relevant experience or 12-14 years of relevant work experience
# Required Knowledge and Skills:
+ 5+ years of environmental or permitting experience in the industrial construction or heavy engineering industry
+ Knowledge of federal and state environmental regulations and experiences of regulatory permitting processes.
+ Experience of developing and implementing an environmental management system.
+ Experience with implementing industry BMP standards on environmental compliance, emissions, hazardous materials, waste, ESC and restoration.
+ Experience in managing environmental subcontractors or consultants.
+ Knowledge of engineering and construction systems, work processes and execution an advantage.
+ Experience in environmental monitoring and field inspections an advantage.
+ Demonstrated ability to work independently and as part of a project team.
+ Excellent verbal and written communication skills
+ Skilled in working collaboratively with others in a complex integrated environment
+ Proficient in the use of Microsoft Office suite of products.
Additional Information
_This position has responsibilities that include exposure to changing environmental, construction and operational conditions which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.)._
