Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Missile Branch of STRATEGIC SYSTEMS PROGRAMS. Responsibilities You will pursue or create certification, qualification, and/or developmental programs and opportunities for self and others. You will guide, motivate, and oversee the activities of individuals and teams with focus on project/ program issues. You will develop plans and techniques to fit new situations to improve overall program and policies. You will establish precedents in application of problem-solving techniques to enhance existing processes. You will present briefings to obtain consensus/approval. You will introduce and/or implement innovative approaches to resolve unusual/difficult issues significantly impacting important policies or programs. You will lead and guide others in formulating and executing team plans You will identify and optimize resources to accomplish multiple projects’/programs’ goals. You will manage the assessment of program financial health by tracking, coordinating and analyzing overall program financial schedules and milestones. You will collect and perform independent analysis of program, technical, schedule, and cost data obtained from government and contractor sources. You will review and manage all branch financial plans to ensure that encumbrances, commitments, and expenditures are within approved funding levels and carried out IAW program plans and external benchmarks. You will prepare branch contract planning documents in coordination with branch budget executors. Ensures the statement of work is consistent with the appropriation allocated and all other contract planning documents are accurately completed. You will review contract execution status for early signs and actions as appropriate. Initiates contract modifications, performs budget obligation and deobligation efforts Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector Specialized experience must demonstrate the following: Performing annual budget execution, manage multiple appropriations across years, establish knowledge of financial policies/systems, and collaborate partnerships across organizations.
