    JOB PURPOSE:

    The Hoover Institution at Stanford University seeks an experienced professional to serve as **Senior Program Manager** for the Tata–Hoover Innovation Initiative (Initiative). This role will create, implement, and manage high-impact activities that advance U.S.–India collaboration across policy, research, and private-sector engagement. The Initiative is a multi-year effort that focuses on innovation policy and strategic cooperation between the US and India, whose partnership is increasingly vital to bilateral economic growth, security, and technological advancement.

     

    The Initiative will facilitate the exchange of ideas, expertise, and talent, with regular co-located engagement in both India and at the Hoover Institution. As a hub for bilateral collaboration, the Initiative will strengthen ties across strategic sectors and help shape the future of U.S.–India relations.

    Reporting to Hoover leadership and faculty, the Senior Program Manager will:

    + Execute and evolve the Initiative’s strategic vision

    + Lead long-term planning and program implementation

    + Build partnerships across academia, industry, and government

    + Oversee fellowships, exchanges, roundtables, policy seminars, and symposiums in both the US and India

    + Coordinate in both countries the exchange of scholars, practitioners, and students

    + Focus efforts so that outcomes produce impactful research and policy outputs

    Ideal candidates will bring:

    + Experience working across academic, corporate, and government environments

    + Strong understanding of innovation ecosystems and public–private partnerships

    + Proven private-sector experience is required to engage stakeholders and drive outcomes

     

    This is a unique opportunity to lead a global initiative focused on innovation policy, emerging technologies, energy collaboration, talent mobility, and geostrategic cooperation at a pivotal moment in U.S.-India relations. This role will ensure strategic alignment and collaboration between the Hoover Institution, Tata Sons, and a wide network of internal and external partners towards common goals and impactful outcomes.

    CORE DUTIES*:

    + Lead strategic planning and analysis for complex functions or programs with significant business, regulatory and/or technical challenges requiring subject matter expertise. May provide development of program or function from initial concept to implementation.

    + Manage the administration and evaluation of programs or functions. Oversee the interpretation, implementation and compliance with policies and regulations. Recommend actions and/or resolve complex issues that often span political and organizational boundaries.

    + Represent the program or function at the university level and/or to external/internal stakeholders and constituencies.

    + Develop and manage outreach strategy that includes relationship development, communications, and compliance.

    + Oversee or supervise staff in the development and implementation of programs or functions.

    + May develop and/or oversee budgets; manage finances including monitoring, analyzing, forecasting, and reporting.

    MINIMUM REQUIREMENTS:

    Education & Experience:

    Bachelor’s degree and eight years of relevant experience, or combination of education and relevant experience. Advanced degree in a relevant field such as international relations, public policy, or business administration preferred given the complexity of the Initiative’s focus areas.

    Knowledge, Skills, and Abilities:

    + Demonstrated leadership skills and ability to influence and motivate constituencies which could span multiple organizational boundaries.

    + Demonstrated excellent planning, organizational and analytical skills.

    + Demonstrated ability to make sound business decisions using good business judgment and innovative and creative problem-solving.

    + Demonstrated ability to manage financial, organizational and staff resources.

    + Excellent interpersonal and communications skills with the ability to cultivate professional and business partnerships.

    Preferred/Desired Knowledge, Skills, and Abilities:

    + Execution skills and familiarity with India and South-Central Asia

    + Proven ability to work with international teams and engage with senior-level stakeholders across the US and India

    + Experience in organizing and coordinating high-level events such as conferences, fellowships, and research roundtables

    + Demonstrated ability to develop financial plans, secure funding, and manage resource allocation to meet program objectives

    + Willingness to travel domestically and internationally at least twice a year

    PHYSICAL REQUIREMENTS*:

    + Constantly perform desk-based computer tasks.

    + Frequently sitting.

    + Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds.

    + Rarely twist/bend/stoop/squat, kneel/crawl.

    WORKING CONDITIONS:

    The expected pay range for this position is $153,748 to $190,812 per annum.

The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
