    BASIC PURPOSE

    Reporting to Water Maintenance Supervisor and under general supervision, the Journey Level Maintenance Technician, performs skilled journey level maintenance, repair, and equipment operation for the City of Lacey Public Works Water Maintenance Division. Employees will be assigned journey level work in various sections of the water maintenance division, as needed, based on short and long-term operating requirements.

     

    The Water Utility Section provides high quality drinking water in sufficient quantity and pressure to support the citizens of Lacey and residents of the entire water service area. All of Lacey's water comes from 20 groundwater wells owned and operated by the Utility. The water division is responsible for operation, maintenance, and repair of over 400 miles of pipelines, thousands of water valves, fire hydrants, multiple water booster stations, water reservoirs, water treatment plants, multiple pressure zones, chlorine generation facilities, and pH adjustment facilities.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    General duties for all Journey Level Maintenance Technicians include:

    + Operation of various mobile equipment such as dump trucks, backhoes, excavators, loaders, septic trucks, Vactors, bobcats, sweepers, forklifts, mowers, bucket trucks, and other machinery to include hole hogs, jackhammers, welding equipment, man lifts, weed eaters, blowers, chainsaws, pumps and other powered/non-powered equipment in the performance of duties.

    + Responds to customer complaints relating to the assigned section of Public Works Operations, diagnosing problems, and taking initiative to resolve routine and/or typical problems.

    + Performing primary standby duty for all maintenance sections in accordance with that Public Works Operation Section policies and procedures for after-hours response.

    + Perform work that involves strenuous physical labor, physical dexterity, and/or mechanical aptitude.

    + Attends a wide range of required employee training courses such as employee performance and employee interaction, risk management, diversity and harassment training, safety training, emergency preparedness training and certification trainings.

    + Uses electronic work orders and timecard system to accurately document work.

    Specific functions within Public Works Operations include but are not limited to the following:

    Water Mains and Distribution Maintenance Technician

     

    + Performs duties for the maintenance and repair of the City of Lacey Water system.

    + Maintains, repairs, and installs fire hydrants, valves, water mains, water service lines, water meters, and completes a wide range of special repair and construction projects.

    + Maintains and repairs hydrants. Installs hydrants and new services.

    + Performs water main line and service line flushing and cleaning preventative maintenance programs.

    + Provides back-up support for utility locating during absences and as needed to meet workload demands.

    + Responds to water customer complaints for water pressure and water quality by diagnosing problems and taking initiative to resolve routine and/or typical malfunctions or problems.

    + Performs waterline leak detection using various types of leak detection equipment.

    + Troubleshoots system malfunctions, responds to emergencies, and performs repairs as needed.

    + Works with Senior Maintenance Technicians to resolve more complex problems.

    + Uses lap top computer, I-pad, smart phone, pressure monitoring equipment, and various electronic testing equipment.

    + Responds to customer complaints relating to the water utility, diagnoses problems, and takes initiative to resolve routine and/or typical problems.

    + Performs Coliform monitoring and sampling as instructed.

    + Perform field testing of chlorine residuals and turbidity as instructed or required.

    + Work with contractors flushing new constructed water mains. Assist city inspectors and engineers.

    QUALIFICATIONS

    REQUIRED QUALIFICATIONS:

    Water Maintenance Technician

    A H.S. Diploma or GED AND two (2) or more years' experience in water system repair and maintenance including waterlines, valves, hydrants, flushing programs, heavy equipment operation, plumbing, various power tools and equipment related to underground utility work.

    OR

    *May have a combination of experience, education, and training that would provide the level of knowledge and ability required to perform journey level work independently or as part of a repair crew.

    SPECIAL REQUIREMENTS OR LICENSE(S):

    + Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.

    + Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

    + Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.

    + Must have a valid Washington state driver license OR must be obtained within 30 days of hire, and a driving record acceptable to the City and the City's insurance carrier.

    + Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

    + Must have or the ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement within twenty-four (24) months of hire.

    + Obtain flagging certification and first aid/CPR certification within 12 months of hire.

    + Obtain Water Distribution Manager Level 1 certification when prerequisites have been met.

    + Additional specialized certification and/or training relating to the requirements for specific section operations may be required due to new and/or changing regulations or technology.

     

    Water Maintenance Technician

     

    + Must obtain a Water Distribution Manager level 1 certification as soon as experience and educational prerequisite can be met to qualify the individual (typically within 12 months of hire).

    + Must obtain a Cross Connection Specialist (CCS) certification as soon as experience and educational prerequisite can be met to qualify the individual (typically within 12 months of hire).

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:

    + Repair techniques and materials appropriate to public drinking water system construction and repair work.

    + The physical layout and features of the Lacey streets, utilities and other physical systems pertinent to public works infrastructure.

    + Water system hydraulics, hydrology, and basic system operation.

    + Various Federal, State, and City guidelines that are applicable to the work done in the assigned division.

    + Work hazards and applicable state and federal safety regulations pertinent to public works repair and construction activities.

    Skill in:

    + Providing excellent customer service and a helpful attitude towards the citizens of Lacey.

    + Warmly greeting the public and clearly conveys a sincere willingness to be of service and/or be open to resolving the situation at hand. Clearly explains self or answers when necessary. Taking the time to ensure message is easily understood. Closing all contacts courteously and appropriately.

    + Proficiently operating all equipment associated to the division section assigned, including routine computer work such as data entry, word processing, and entry and retrieval of data in the City's work order system as trained and assigned.
