We are seeking a Data Scientist who is not only passionate about deriving insights from data but also skilled in building robust data infrastructure. This role requires a unique blend of data science, data engineering, and data architecture expertise.
The Enterprise Data Scientist performs complex research studies that help the Integrated Service Delivery (ISD) Product Line team make decisions that produce better outcomes for Minnesotans. This includes independently determining, designing, and implementing the procedures and methods used in research projects, in areas with little or no procedural precedent. They are charged with using data to inform and lead the delivery of the enterprise products the comprise of the ISD Product Line, that allows for Minnesotans to simultaneously apply for many of Minnesota's social safety net programs (including cash assistance and the federal Supplemental Nutrition Assistance Program (SNAP) without having to mail or deliver documents to different government agencies.
Responsibilities include but may not be limited to:
+ _Lead, manage and implement complex data and research analysis._
+ _Establish and lead the long-term vision of the Product’s data pipeline leading all aspects of the data lifecycle, key metrics, performance measures and outcomes for the product line to support the Product Team’s priorities in conjunction with policymakers and program administrators._
+ _Serve as the strategic data and evaluation planner, technical expert and analyst._
+ _Coordinate, develop, initiate, and respond to information requests from the Product Team and from_ **_stakeholders._**
+ Augment the roles and responsibilities of other team members; jointly address and develop solutions to problems.
Minimum Qualifications

Three (3) years of experience in a quantitative field, such as research, program evaluation principles and practices, performance measurement and/or business analytics.
Experience must demonstrate:
+ Ability to analyze, interpret and communicate data, recommendations and complex technical or statistical information in ways that are meaningful.
+ Deep understanding of data transformation principles, including cleaning, deduplication, validation, and anomaly detection.
+ Ability to design and implement data pipelines from relational databases (preferably PostgreSQL) to cloud-based platforms.
+ Designing and leading research, and evaluation activities that lead to quantifiable results.
+ Proficiency in writing complex SQL queries and experience with ETL/ELT processes.
+ Proficient in exploring & analyzing unstructured / text data and conclude findings/insights.
+ Ability to clearly tell data driven stories through appropriate visualizations, graphs, and narratives.
+ Excellent communication skills.
Preferred Qualifications
+ Hands-on experience with Delta Lake, Spark (PySpark or Scala), and Databricks Workflows.
+ Experience with cloud-based platforms such as Databricks, AWS, or Azure.
+ Using data sets to reflect the user experience of a product, such as identifying trends related to user needs and behaviors.
+ Ability to develop scalable and maintainable transformation logic using best practices in data engineering
+ Understand “protected class” predictors, and current industry trends across the data privacy conversation.
+ Work experience in customer analytics, personalization, consulting, or data engineering role, preferably in an Agile environment.
+ Familiarity with CI/CD for data workflows and version control systems such as Git.
+ Considerable experience and proficiency with data manipulation and analysis, including creation of queries and reports from databases, using Tableau, SAS, R, or comparable software packages and automated systems.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
