    COLSA Corporation is seeking an Executive Director of Acquisition to lead our corporate contracts administration and purchasing functions. Responsible for the full lifecycle of acquisition management—including risk assessment, negotiation, administration, and execution—while ensuring compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Ensures integration of prime contract, subcontract, and purchasing requirements.

     

    Principal Duties and Responsibilities

     

    + Oversees the full lifecycle of acquisition management from initiation to close-out. *

    + Reviews and interprets solicitations, contracts, and modifications to assess requirements, risks, and business implications. *

    + Partners with Operations/Program Management, Legal, Human Resources, and Finance to ensure alignment on contractual obligations, risk areas, and compliance considerations. *

    + Provides guidance to internal stakeholders on solicitation and contract terms and clauses, including those related to personnel, regulatory compliance, and security. *

    + Manages the Contracts, Subcontracts, and Purchasing staff, through subordinate managers. Responsible for personnel actions including hiring, work assignments, performance management, and termination.

    + Mentors and leads the acquisition staff, promoting best practices across all contract, subcontract, and purchasing processes. *

    + Responsible for budget management across all areas of responsibility.

    + Supports internal and external audits, acquisition reviews, and corporate governance initiatives. *

    + Monitors and manages subcontract and purchasing requirements. *

    + Monitors and manages contractual obligations and deliverables to ensure timely reporting, accurate documentation, and proactive risk management. *

    + Supports customer engagements, providing advice and assistance to Business Development and Program Management personnel.

    + Supports proposal development efforts by reviewing RFPs and contributing to the development of compliant and competitive contract volumes and terms.

    Required SkillsRequired Experience

    Required Qualifications

    + Bachelors degree in Business Administration, Contract Administration, Public Administration, or related field.

    + 15 or more years of progressively responsible experience in DoD contract administration, procurement, or a related field, to include supervisory experience.

    + Certified Federal Contracts Manager (CFCM) certification (or equivalent) or the ability to obtain within 24 months of hire if required

    + Experience managing a wide variety of contract types, including CPFF, T&M, and FFP, as well as experience with IDIQ/GWAC vehicles.

    + Advanced knowledge and understanding of FAR, DFARS, and other relevant federal regulations.

    + Strong analytical, communication, collaboration, and negotiation skills.

    + Proficiency in the use of standard Microsoft Office software and other generally used business software.

    + U.S. Citizenship required; Security clearance required.

    Preferred Qualifications

    + Master’s degree in a related field (e.g., Contract Management, Business Administration, Public Administration, or Law)

    + Experience in developing and managing a budget

    + Familiarity with enterprise business systems (e.g., Deltek Costpoint) and contract management tools

    + Background in supporting audit readiness for DCAA, DCMA, or other regulatory reviews

    + Prior leadership experience in a matrixed environment, working across multiple business units or locations.

    + Demonstrated success building or maturing solicitation and contract compliance frameworks or process improvement initiatives

    + Working knowledge of ITAR/EAR and organizational conflict of interest (OCI) clauses
