This posting is for a Senior Right of Way Agent II position located in the Division 9 Right of Way Unit in Winston-Salem, North Carolina. The Right of Way Unit is responsible for the acquisition of all necessary Rights of Way and Easements needed for construction and/or improvement of all highway projects on the State Highway System. This is a supervisory level position which will assist the Division Right of Way Agent in directing the daily goals and responsibilities of the Division. This Senior Right of Way Agent position will be responsible for assisting the Division Right of Way Agent with management of negotiations and Right of Way acquisitions for construction and maintenance of the state transportation network. This position negotiates Right of Way acquisitions and provides relocation services on unusual or complex claims. This position will assist the Division Right of Way Agent by providing supervision and technical assistance to staff regarding negotiations, relocations, plan changes, and Right of Way policies and procedures. The Senior Right of Way Agent will be responsible for complex or specialized projects requiring higher level analytical, problem solving, negotiation, and communicative skills. The Senior Right of Way Agent will be responsible for acquiring Rights of Way and managing projects assigned to consulting firms for construction and maintenance of the State Transportation Network. The Senior Right of Way Agent will also be responsible for providing Right of Way information/documentation within the department, to the public, and other government agencies. POS# 60026776.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
+ Experience in negotiations and relocation which includes a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations
+ Knowledge of plan reading and experience in project management
+ Experience in preparing, and researching legal instruments and public records
+ Experience drafting deed descriptions and measuring Right of Way areas
+ Demonstrated ability to organize and maintain electronic files
+ Experience performing work-related tasks and duties independently or with limited supervision
Additional Expectations:
Responsibilities will consist of assisting, managing, and coordinating Highway Right of Way acquisitions and relocations on primary, secondary, urban and other projects assigned to the Division. The Senior Right of Way Agent will be expected to supervise other agents and provide technical assistance regarding negotiations, relocations, construction, policies and procedures to the Division Right of Way office staff as directed/required. This position reviews and approves Right of Way claim reports for members of the staff. The Senior Agent must explain Right of Way concepts and procedures via written and oral communication. The Senior Agent must monitor and track schedules and workloads within the Division to ensure timely Right of Way acquisition completion and project letting. This position also assists in training new Right of Way Agents and coordinates Right of Way acquisition activities with appropriate governmental agencies, other units, and property owners. This position is responsible for the sale of residual and surplus property, manages assets, and provides oversight of consultants and property management contracts. This position also assists in coordinating Right of Way acquisition activities with appropriate governmental agencies, other units, and property owners. It promotes public relations and coordinates Right of Way activities with appropriate NCDOT units, governmental and non-governmental entities. This position is also responsible for Property Management of residue and remnant properties including disposal by advertising those properties for sale and scheduling sealed bids. This position also disposes of Surplus right of way when requested from the public.

Master’s degree in Business, Economics, Real Estate or related field from an appropriately accredited institution and one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; OR Bachelors’ degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; OR an equivalent combination of training and experience.
