This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position is responsible for analyzing, recording, and reconciling the fixed asset activities for the New York City Transit Authority, MTA Headquarters, and other agencies. Supports the Fixed Asset accounting in accordance with Generally Accepted Accounting Principles (GAAP) and Federal Reporting requirements.
Responsibilities:
+ Select, develop, and motivate personnel within the department.
+ Provide career development for subordinates.
+ Provide prompt and effective coaching and counseling.
+ Responsible for the discipline/termination of employees when necessary.
+ Review the performance of staff.
+ Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Ensure Fixed Assets are capitalized and depreciated following GAAP, GASB, and the agency’s policy. Coordinate with Contract Management/Operations for listing of Buses and Subway cars, and Other Assets placed in/removed from service each month for timely capitalizations/disposal in the PeopleSoft ledger.
+ Use the project status database to identify substantially completed projects to be moved from Construction in Process status to a capitalized assets status for commencement of timely depreciation.
+ Ensure all Environmental costs are properly expensed following GASB 49.
+ Manage the preparation and review of quarterly capital accruals.
+ Maintain a clear understanding of Project in Progress (PIP) status through regular communication with relevant personnel across departments.
+ Prepare quarterly/annual fixed assets roll forward analysis.
+ Prepare footnotes, supporting schedules, and account analysis required for financial reporting.
+ Prepare fixed assets related analysis and information as requested by other departments.
+ Respond to all information requests for internal and external audits.
+ Compile and analyze information related to Fixed Asset physical inventories as required by FTA, and information related to Fixed Assets funding for F-20 (Uses of Capital) and other related forms for NTD Report.
+ Other duties as assigned.
Required Qualifications:
Required Knowledge/Skills/Abilities:
+ Requires a strong understanding of financial systems.
+ Requires financial reporting skills, including database query tools.
+ Excellent communication and interpersonal skills.
+ Excellent organizational and presentation skills.
+ Demonstrated ability to work with all internal levels within a given organization.
+ Demonstrated ability to communicate and interact well with external agencies.
+ Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
+ Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
+ Demonstrated analytical capabilities and quantitative skills.
+ Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Access, Excel, PowerPoint, and Outlook
Required Education and Experience:
+ Bachelor’s degree in business, Accounting, Finance, or a related field, or an equivalent combination of education and experience, may be considered in lieu of a degree.
+ Minimum 5 years of experience in Accounting, Audit, or Finance.
+ Strong working knowledge of Microsoft Excel
+ Experience with financial systems (i.e., PeopleSoft, SAP, etc.)
The F ollowing is/are preferred:
+ Master’s degree in a related field from an accredited college and/or CPA Certification.
+ At least 3 years in a managerial and/or leadership role.
+ Familiarity with the MTA’s policies and procedures.
+ Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
