Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), C5ISC Engineering Services Division, RF Communications Branch, Integrated Communications Systems section located in Portsmouth, Virginia. Responsibilities You will serve as a Supervisory IT Cyber Specialist (PLCYPLN-INFOSEC), GS-2210-14 (DIRECT HIRE) and be responsible for serving as the C5ISC manager that is responsible for engineering development and project execution for integrated communications systems (ICS). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Supervising and managing personnel for system engineering life cycle development for projects, programs, and systems in the assigned the Integrated Communications Systems section. Initiating recruitment process for open positions and ensuring quality in executing EEO policies, resolving complaint and grievances, conducting annual performance assessments, motivating, developing, and training all employees. Providing IT oversight and expertise on related Radio Frequency/Integrated Communication Systems as it relates to the design, development and installation of command-and-control systems and communication systems. Managing depot and operational support activities such as the scheduled and unscheduled maintenance. Approving engineering changes and implementing new and existing changes for the C5ISC product lines. Advising management officials of higher rank by proposing and executing approved cybersecurity Plan of Action and Milestones (POA&M) mitigation activities. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. Qualifications To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Advising leadership on integrated IT communications systems; Leading and managing a team through design, development, integration and testing on IT Communications programs and integrated communications projects; and Developing maintenance requirements for integrated communications systems; and Performing tests and certification activities for integrated communications systems; and Reviewing and evaluating engineering changes to ensure it complies with configuration for Communication product lines.
