Summary This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 1, Band D. Responsibilities Plans, implements, and evaluates a comprehensive informatics program designed to promote and protect the public health. Develops programs to address key consumer safety issues as they relate to the Office of Food Chemical Safety, Dietary Supplements, and Innovation. Provides technical assistance and advice regarding the overall modernization of information technology (IT) infrastructure to support premarket and post-market food chemical safety including the integration of OFCSDSI IT systems and development of key predictive and food/food ingredient surveillance technologies. Develops and makes recommendations for the enhancement and improvement of the mission and functions of the Division. Clearly communicates the vision and program goals of the OFCSDSI and HFP to provide staff with a sense of direction and priorities. On a continuing basis the incumbent meets with high-level office management and collaborates with Office program managers, FDA officials and regulatory representatives to discuss the status of existing and emerging safety issues under the purview of the OFCSDSI. Performs the administrative and human resource management functions relative to the staff supervised. Represents the Office, Program and the Agency at high-level conferences and meetings with various federal, state, and local agency officials, representatives of regulated industry, and the general public on a broad spectrum of national FDA consumer safety program issues. OR Have a master's degree and have 4 years of comparable experience planning, implementing, and evaluating a comprehensive informatics program designed to promote and protect the public health; developing programs to address key consumer safety issues as they relate public health; applying knowledge of technical, scientific, administrative and program management principles and skills to carry out the mission of an organization. OR Have a Doctorate and/or J.D. degree and have 2 years of comparable experience planning, implementing, and evaluating a comprehensive informatics program designed to promote and protect the public health; developing programs to address key consumer safety issues as they relate public health; applying knowledge of technical, scientific, administrative and program management principles and skills to carry out the mission of an organization. OR Have a MD, DO, DDS, DPM, or DVM degree and have 2 years of comparable experience planning, implementing, and evaluating a comprehensive informatics program designed to promote and protect the public health; developing programs to address key consumer safety issues as they relate public health; applying knowledge of technical, scientific, administrative and program management principles and skills to carry out the mission of an organization. OR Have 7 years of comparable experience planning, implementing, and evaluating a comprehensive informatics program designed to promote and protect the public health; developing programs to address key consumer safety issues as they relate public health; applying knowledge of technical, scientific, administrative and program management principles and skills to carry out the mission of an organization.
