The Work You Will Do:
Property & Insurance Coordinator - Florida’s Turnpike Enterprise/Chief Financial Officer.
This position will contribute to Florida’s Turnpike Enterprise’s mission by overseeing and safeguarding state-owned property to ensure proper tracking and accounting. This position will also coordinate and complete annual and periodic inventories, manage annual insurance valuations, and ensure compliance with state regulations to support the effective and efficient use of public assets.

Your Specific Responsibilities:
Oversee the safeguarding and accurate accounting of the Enterprise’s tangible property. Maintain the Florida's Accounting Information Resource (FLAIR) property subsystem for both Turnpike Enterprise facilities and nonTurnpike Enterprise Toll Facilities in compliance with Office of the Comptroller (OOC) procedures. This includes completing Property Management Reports (PMRs), updating the property pending file, ensuring that bar-coded decals are affixed to buildings and equipment, and surplus of property. Ensure that costs associated with any property purchased with Enterprise funds for non-Turnpike toll facilities owned by various authorities in the State are properly allocated or redistributed to such facilities.
Coordinate, perform and report annual and periodic physical inventories of property. This includes supporting and assisting cost center delegates and assigned consultant staff to ensure timely and complete inventories in compliance with OOC procedures.
Review and identify Enterprise property records maintained in the General Fixed Asset Account Group (in coordination with OOC staff) for transfer to the Turnpike Enterprise Fixed Asset Account Group when appropriate. Maintain detailed records for Enterprise buildings and equipment (acquisition, deletions, transfers, depreciation, etc.) and periodically reconcile such records to facilities maintenance policies and procedures, including the proper disposition of surplus property.
Coordinate with consultants for the annual insurance assets valuation in compliance with Department of Management Services (DMS) procedures. Prepare or assist in the preparation of the State Fire Fund and commercial policy documentation and reports. Serve as liaison between district staff, OOC and DMS to ensure that property and toll revenues are insured against loss and that loss claims are properly handled. Ensure assets are appropriately entered into Facility Inventory Reporting and Maintenance (FIRM) system and reconciled with the property subsystem.
Perform reconciliation as required between the Enterprise's FLAIR property system and the Department's general ledger to document the preparation of schedules of changes, by fund, in the several types of capital assets for the Comprehensive Annual Financial Report (CAFR). Oversee the completion of the Construction Work-in-progress schedule and annual journal entry.
Serve as backup to the Program Accountant in the processing of encumbrance requests. Processing includes obtaining work program authorization, verification of adequate funding, proper account coding and correlation and ensuring encumbrance requests are in compliance with Enterprise bond fund official statements or other supporting documentation.
Supervise Turnpike and Tolls Property Accountants, and train staff whose duties are to assist with the maintenance of the FLAIR property subsystem, annual physical inventory and surplus of property. Provide necessary information, training, conduct Quality Assurance Review (QAR) reviews, and assist with the processing of appropriate supporting documentation for cost center managers and their staff to ensure compliance with applicable property management policies and procedures, including the proper disposition of surplus property.
