Description of Work

The primary purpose of this position is to develop a procedure by which medical cases are processed. Provide the medical expertise necessary to assist the Customer Compliance Services Section in carrying out its statutory responsibility to determine medical competency for driving. The Disability Medical Consultant is responsible for leading, directing and providing oversight to the Medical Review Unit Advisory Staff that operates within the Division of Motor Vehicles. The Medical Consultant develops policies and procedures, manages resources, strategic plans, organizational development and establishes the overall direction of the Medical Review Unit in the reviewing/evaluating of medical records of licensed drivers or applicants for driver license in the State of North Carolina, who currently have a medical condition that could negatively impact their ability to safely operate a motor vehicle. This position must ensure that North Carolina General Statutes are upheld and that fair policies and procedures for the review of medical records are implemented in order to make determinations regarding the status of citizen driving privilege. These license evaluations may be done based solely on documentary evidence or information presented within the bounds of the Medical Review Board hearings.

+ Thorough k nowledge of normal and abnormal physical, emotional and mental development and the impact of those disorders at different stages of life.
+ Knowledge of the usual symptoms and functional impairments caused by the physical, emotional and mental disorders and the typical course and prognosis for the physical, emotional and mental disorders and the expected response to treatments.
+ Demonstrated ability to compile clear and concise notes and case analysis as well as discuss cases with other medical professionals and administrative staff.
+ Knowledge of the principles and practices of public administration as well as state and federal laws and statutes.
Management Prefers:
+ Thorough knowledge of management principles, techniques, and practices and experience managing, supervising, evaluating, training, coaching, overseeing development, and motivating staff.
+ Experience and knowledge of state personnel policies and procedures.
+ Experience with meeting deadlines with paying attention to detail and accuracy while working independently or as part of a team and has the proven ability to handle a high-volume workload and multi-tasking projects.
