    This is an Engineering Manager I position. The primary purpose of this position is to plan, organize and supervise staff, direct and monitor maintenance and operations activities focused on the County Maintenance Offices in the Division to provide a safe and efficient highway system within budgetary constraints. You will implement Division directives and provide supervision, technical guidance and administrative assistance on a division wide basis for engineers and supervisors, aid in the planning, implementation and monitoring of the Division's Highway Maintenance Improvement Program (HMIP), monitor the Division's delivery rates of maintenance operations through the Roadway Maintenance Improvement Plan (RMIP). You will identify safety issues and pursue funding to deliver safety projects, monitor and pursue consistent unit costs throughout Division for maintenance operations, monitor equipment utilization and pursue a proper sized Division Fleet. You will monitor the legislatively imposed time restrictions in addressing citizen concerns through our CARS system and monitor the SPPP program to ensure compliance. You will receive and respond to customers, both internal and external, and facilitate solutions to meet the needs of all parties as applicable. This position is located in the Division Office in Durham County.

    + Knowledge and understanding of engineering concepts, maintenance practices and theories used in maintenance of all roadway assets and experience planning, developing, designing, scheduling, tracking and completing projects, independently or with minimal supervision

    + Experience in performing engineering analysis and preparing technical, statistical, and managerial reports

    + Experience supervising, motivating, counseling, and training other engineers and technicians

    + Experience collaborating with others in finding solutions to controversial or sensitive matters that establish precedents

    + Experience reviewing engineered plans and details to determine compliance and compatibility with construction and engineering principles and maintenance standards, codes, designs, and statutes

    Additional Expectations:

    General knowledge of professional engineering theory, techniques, practices and procedures with skills in applying this knowledge. Ability to base judgments on facts and reasoning and ensures that the work conducted is in compliance with local, state and federal regulations and standards. Ability to communicate with individual work units, organization, external customers, and the public on program elements and/or engineering/architect resources. Ability to prepare, organize, and review written reports; ability to guide staff in providing appropriate documentation to support conclusions. Ability to act as a representative to the media. Ability to identify and address quality of work and performance issues. Ability to identify problems, report potential problems, and assess options. Ability to communicate and implement new policies and procedures. Ability to implement change management strategies and principles. Ability to apply general knowledge of supervisory practices and skill in supervising others, including communication skills, how to delegate and assign duties, manage expectations, deal effectively with employees, and evaluate performance. Ability to assist or conduct investigations and participate in disciplinary actions.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
