Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL EDUCATION AND TRAINING COMMAND of OFFICER TRAINING COMMAND. Responsibilities You will meet fiscal requirements within the bounds of the DoD Financial Management Regulations and the law with respect to purpose, time and amount of appropriations. You will advise and council on all budgetary matters for the command and higher authority. You will translate historical financial actions into meaningful and relevant information for use in program planning and decision-making when requested. You will make sound and timely recommendations to the Commanding Officer in high-risk situations when complete information is not available. You will draft briefs of financial management policies, procedures, and issues for senior managers. You will evaluate errors or rejects within a financial management system (e.g. Defense Civilian Payroll System (DCPS), Defense Travel System (DTS), or similar system) to recommend solutions. You will balance Command Financial Management System authorizations, commitments and obligations with various Accounting, Budgeting and Reporting to identify and correct discrepancies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting cost-benefits analyses to ensure proper internal controls, audits and financial management guidelines is adhered to; 2) Reconciling accounts (e.g., budgetary, financial, and travel data) between automated systems; 3) Analyzing accounting data to identify emerging patterns/trends related to dollar figures with the budget; 4) Advising personnel on accounting and financial policies and procedures.
