RESPONSIBILITIES
The Manager, Security Operations Center (SOC) is responsible for the strategic and operational leadership of the MTA Bridges and Tunnels (B&T) Security Operations Center. This position manages a team of Operators and Senior Operators who monitor and respond to real-time security events, coordinate with law enforcement and operational teams, and ensure the continuous and effective functioning of the agency’s electronic security systems.
The Manager, SOC ensures that all incidents and alerts are accurately logged, analyzed, escalated, and resolved in accordance with established procedures. The position serves as the frontline coordination point for security incidents across all MTA B&T facilities and plays a key role in agency situational awareness.
In addition to operational oversight, the SOC Manager is responsible for continuously evaluating and improving SOC procedures, training programs, and daily workflows to maintain high standards of performance and responsiveness. This includes close collaboration with technical teams and law enforcement partners to address system performance issues and support investigative needs across integrated platforms, including video surveillance, access control, and license plate recognition (LPR) systems.
The Manager, SOC also supports field-based security activities, including facility security surveys that assess physical vulnerabilities, ID check audits that ensure contractor compliance with credentialing policies, and the processing of background checks for new employees and contracted personnel. These responsibilities help ensure proper control of access to secure areas and compliance with agency standards.
This role supports emergency response efforts, special events, and high-profile deployments by providing command-level situational support.
The Manager, SOC is also responsible for mentoring, training, and supervising SOC staff, maintaining performance standards, and ensuring compliance with all applicable policies and procedures.
REQUIRED QUALIFICATIONS
Bachelor’s Degree in Criminal Justice , Security Management, Forensic Science/Computing, or a closely related field and minimum 6 (six) years of relevant security operations center work experience is required, of which 2 years must be supervisory experience. Additional years of experience may be substituted in lieu of education.
Must have been formally trained in Networking Fundamentals and Troubleshooting
Proficiency in Microsoft Windows based operating systems, Microsoft office products.
Experience with access control systems (administration & operator level)
Experience with closed circuit television (CCTV) systems (operation & maintenance)
Experience with intrusion detection systems (operation & maintenance)
Experience in emergency dispatching (Police/Fire/EMS) or central station alarm dispatcher / operator
Experience with the National Incident Management System (NIMS)
Lenel Certified, or must be obtain on the job within 356 days of hire
FAA Part 107 license, or must be obtain on the job within 356 days of hire
Valid Driver's License in the State of New York
Ability to pass a rigorous background investigation.
Ability to work in a highly confidential environment.
Ability to respond to any authority location on a 24/7 basis when required.
Ability to manage a 24/7 high-paced, extremely sensitive security center while maintaining a calm and professional demeanor.
Keen understanding of Agency’s functions and responsibilities.
Geographical familiarity with the New York Metropolitan region.
Must be technically able to administer and maintain any electronic security system
Must be able to troubleshoot and perform Level 1 and 2 Networking
Ability to work rotating and non-traditional tours (evenings, overnight, weekends, holidays, etc ).
Ability to be work beyond normal tour of duty based on on-going or planned incidents/events.
Excellent communication and interpersonal skills.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must possess excellent team building, listening, problem solving, and prioritization skills.
Preferred
Experience with networks and communications systems (both data and voice)
Experience in mass/public transportation systems.
Experience in security management to include personnel, information and computer security.
Possess the ability to take charge in an emergency situation , including be well versed in crisis management skills.
Ability to make critical decisions based on current data, past experience , and business rules.
Ability to manage staff, give guidance and motivate a 24/7 security staff.
Highly organized and detail oriented to keep pace in frequently changing conditions.
Ability to work in a highly confidential environment.
Superior analytical and problem-solving skills along with statistical and data analysis skills.
Strongly demonstrated leadership skills, as well as analytical and problem-solving skills in the areas of project management.
Superior written and oral communication skills in English as well as the ability to collect and interpret data effectively from verbal and written sources.

Ability to effectively complete multiple critical parallel/concurrent tasks (multi-tasking).
