HOURS OF WORK: 9:00 am - 5:30 pm (7.5 hours/day) or as required)
This position is eligible for telework, which is currently two day s per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary:
This role is responsible for defining, upholding, and communicating the vision of the IT cloud, server, and compute infrastructure architecture and solutions that support the MTA business strategies. This role will provide architectural leadership and guidance across Enterprise Cloud and Compute Infrastructure Architecture areas to support the MTA IT and Agencies in aligning IT solutions with the needs of the enterprise.
This role is responsible for developing the cloud and server strategy and overseeing the adherence and implementation of computing resources. This role will oversee individual contributors (IC) who plan, design, and build compute infrastructure architectures and provide technical guidance to teams and users. This includes reviewing and approving application designs to ensure the cloud, server, and mid-range architecture provides a scalable and reliable IT infrastructure for the business operations. This role reviews and approves cloud/server-based solutions and architectures to ensure security/compliance and optimize performance. As an IT leader, this position is expected to influence the organization and work independently with senior business and IT leaders while acting as a mentor and role model. Also included is the development or use of models, cloud/server designs, and the development of internal and external checks and controls to ensure proper governance, security, and quality of IT infrastructure assets.
The Technical Architecture unit within the Enterprise Strategy & Architecture department of the MTA Information Technology (IT) Department, has primary accountability for aligning technology and the overall direction of IT through strategic planning and evaluation; effectively aligning IT activities with individual agency business requirements and the forward-thinking objectives of the MTA enterprise as a whole and the position is at the forefront of this.
Responsibilities:
+ Develops and executes the cloud, server, and midrange compute strategy that aligns with the organization's business goals and objectives.
+ Formulates and implements cloud and server architecture principles, strategies, and frameworks, ensuring that they are adhered to across the MTA. Stays informed about industry technology trends and best practices in Enterprise Cloud Architecture, particularly in transportation, and revises MTA strategies and standards as needed.
+ Oversees the budget for cloud services, including cost optimization strategies to ensure efficient use of resources. Confirms the budget for cloud-related projects and collaborates with IT and agency leadership on capital expenditures and operational costs, ensuring cost-effectiveness and return on investment.
+ Initiates and manages relationships with cloud, server, and midrange service providers and assists with contracts to ensure the best service and pricing for the organization.
+ Approves cloud, server, and compute services policies and procedures to maintain security and compliance throughout MTA IT.
+ Approves solutions, adoption plans, project plans/roadmaps, and architectures, ensuring security and compliance, and optimizing infrastructure performance.
+ Reviews and approves project designs, architectures, and solution proposals for adherence to MTA cloud, server, and compute design guidelines and standards.
+ Assess the impact of new technology on the organization's cloud strategy and implement new technologies into the organization as needed.
+ Directs the design and implementation of cloud, server, and compute architectures to ensure they meet the needs of the business while being scalable, reliable, secure, and cost-effective.
+ Leads the development of risk mitigation strategies associated with cloud and server computing, including data breaches, service outages, and other security threats.
+ Reviews metrics on the performance of cloud, server, and compute services and makes adjustments as needed to maintain service levels and user satisfaction.
+ Coordinate change management initiatives related to the adoption of cloud services across MTA IT.
+ Collaborates with other senior leadership and the CTO to ensure that cloud initiatives support overall business strategies.
+ Offers advisory support to strategic business and IT governance leaders in setting up and maintaining IT cloud strategy and architectural governance, including workflow processes and performance metrics.
+ Provides leadership direction with a high-level of independence, discipline, and attention to detail, and drives business value across all program activities and functions.
+ Defines key performance indicators (KPIs), regularly evaluates performance against established metrics, and utilizes data-driven insights to inform continual application optimization activities.
+ Reviews contracts and allocation of resources. Recommends timelines and additional resources to help achieve goals and objectives.
+ Maintains an engaged workforce and fosters a positive culture throughout organizational change.
+ Models, encourages, and rewards coaching, development, and recognition as critical management responsibilities.
+ Performs other duties and tasks as assigned.
+ Observes the work performed by the contractor.
+ Reviews invoices and approves them if the work meets contractual standards.
+ Address performance issues with the contractor when possible.
+ Escalates issues to other parties as needed.
Required Qualifications:
+ Education: Bachelor’s Degree. An equivalent combination of education and experience may be considered in lieu of a degree.
+ Experience: Minimum of 10 years of relevant experience with a minimum of five years supervisory/management experience.
Technical Skills:
+ Expert in cloud computing, cloud administration, cloud architecture and development, cloud operation & management, cloud financial management, cloud security, cloud services (e.g., analytics), cloud solutions, cloud automation, and virtualization and cloud platforms.
+ Strong experience with network security (e.g., firewalls, network ports, etc.) and connecting enterprise networks to the cloud.
+ Strong knowledge, understanding, and experience deploying, managing, and securing multiple Hybrid Multi Cloud, on-prem, Server OS, and Directory Service environments, including AWS, Azure, Google, Linux, and Microsoft.
+ Large-scale migration experience, Data Center to Data Center and/or Data Center to Cloud.
+ Strong knowledge of Infrastructure automation through DevOps scripting (E.g., shell, Python, Ruby, Powershell , Terraform ).
+ Strong experience with configuration management using CloudFormation, Chef & Puppet
+ Strong familiarity with practical Linux and Windows-based systems administration in a Cloud or Virtualized environment
+ Familiarity in managing data center operations, including data assurance, monitoring, alerting, and notifications.
+ Strong experience with ITSM process and CMDB Tools.
+ Strong experience with analyzing storage needs, performance tuning, and capacity planning.
+ Familiarity with Disaster Recovery principles and tools, including complex recovery environments and comprehensive risk assessments.
+ Strong experience with maintaining server health, applying updates, performance tuning, managing server resources efficiently, and troubleshooting complex issues.
+ Strong understanding of compute services management.
