SUMMARY
The Director of Independent Compliance Auditing serves as Interstate Group Holdings' Independent Compliance Auditor (ICA) under both the Administrative Compliance Agreement with the United States Transportation Command (USTRANSCOM) and other regulatory entities associated with the organization’s customer base. This position provides independent oversight, monitoring, and auditing of the company's Defense Personal Property Program (DP3) operations to ensure full compliance with Customer Satisfaction Survey (CSS) integrity requirements and all applicable regulations as well as other regulatory requirements identified for applicable clients. The position operates with functional independence while maintaining dual accountability to the CEO and the Independent Oversight Board (IOB) specifically pertaining to DP3.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following. Other duties may be assigned.
Compliance Monitoring and Auditing
+ Conduct daily monitoring of Interstate' compliance with DP3 requirements, with particular focus on Customer Satisfaction Survey integrity
+ Perform monthly comprehensive audits of customer communications regarding CSS processes
+ Review claims processing procedures to ensure complete separation from CSS activities and prevent any linkage between claims payments and CSS completion
+ Verify implementation and effectiveness of all technical and procedural safeguards designed to prevent CSS manipulation
+ Conduct statistical analysis of CSS patterns, completion rates, and correlation with shipment quality metrics
+ Perform unannounced site visits to any Interstate Group Holdings facility or customer site to assess compliance
+ Monitor employee adherence to standardized customer communication scripts and procedures
+ Audit call recordings and customer service interactions for compliance with CSS requirements
+ Review and assess the effectiveness of technology controls and monitoring systems
+ Complete monthly compliance audits within established timelines
+ Maintain statistical analysis demonstrating natural variation in CSS completion rates
+ Identify and report 100% of compliance violations within 24 hours of discovery
Investigation and Risk Assessment
+ Investigate suspected compliance violations or irregularities in CSS processes and complete investigation reports within 15 business days of initiation
+ Conduct root cause analysis for identified compliance issues
+ Assess compliance risks across all operational locations and service lines
+ Interview employees at all levels without management present when necessary for investigations
+ Review documentation, communications, and records related to potential violations
+ Evaluate the effectiveness of corrective actions implemented to address compliance deficiencies
+ Develop risk mitigation recommendations based on identified vulnerabilities
+ Monitor industry trends and regulatory changes that may impact compliance requirements
+ Provide risk assessments with specific, actionable recommendations
+ Maintain confidentiality and objectivity in all investigative activities
+ Document all investigations with clear evidence and factual findings
Reporting and Communication
+ Prepare monthly compliance reports for the CEO
+ Submit quarterly comprehensive assessments to the Independent Oversight Board
+ Provide immediate notification to IOB and Board Compliance Committee of material violations
+ Present findings and recommendations to executive leadership and board committees
+ Communicate directly with USTRANSCOM regarding compliance status as required
+ Coordinate with external Independent Oversight Board members on compliance matters
+ Document all compliance activities, findings, and recommendations in detailed reports
+ Maintain comprehensive records of all monitoring, auditing, and investigative activities
+ Submit all reports by established deadlines with complete accuracy
+ Provide clear, actionable recommendations in all compliance reports
+ Maintain professional communication with all stakeholders
+ Ensure all documentation meets professional auditing standards
Training and Advisory Functions
+ Review and assess the effectiveness of compliance training programs
+ Provide input on compliance training curriculum development and updates and contribute to achieving 100% employee training completion rates
+ Verify completion and effectiveness of employee compliance certifications
+ Advise management on compliance best practices and procedure improvements
+ Support the development of policies and procedures to enhance CSS integrity
+ Provide guidance on compliance implications of operational changes or new initiatives
+ Serve as subject matter expert on DP3 compliance requirements
+ Provide timely and practical compliance guidance to operational teams
+ Support continuous improvement of compliance programs and procedures
Administrative and Professional Development
+ Maintain current knowledge of federal contracting regulations and DoD requirements
+ Participate in relevant professional development and continuing education programs
+ Coordinate with other compliance personnel and external auditors as needed
+ Maintain professional certifications and industry expertise
+ Prepare for and participate in USTRANSCOM reviews or inspections

QUALIFICATIONS

SPECIAL SKILLS AND ABILITIES
+ Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Access)
+ Experience with statistical analysis software (SPSS, SAS, or similar)
+ Familiarity with database management and data analysis tools
+ Knowledge of audit management software and documentation systems
+ Understanding of call recording and communication monitoring systems
+ Comprehensive understanding of federal contracting regulations (FAR, DFARS)
+ Knowledge of Defense Transportation Regulation (DTR) requirements
+ Familiarity with Customer Satisfaction Survey methodologies and integrity requirements
+ Understanding of Best Value Score systems and performance metrics
+ Knowledge of administrative compliance agreement frameworks
+ Project management certification (PMP) or equivalent
+ Advanced data analytics capabilities
+ Experience with enterprise risk management frameworks
+ Knowledge of quality management systems (ISO 9001 or similar)
+ Familiarity with government audit standards
EDUCATION and/or EXPERIENCE
+ Bachelor's degree in Accounting, Business Administration, Audit, Compliance, or related field. Advanced degree preferred (MBA, MSA, or similar)
+ Minimum 7 years of professional experience in compliance, auditing, or risk management
+ Minimum 5 years of experience with federal government contracting compliance
+ Specific experience with Department of Defense contracts strongly preferred
+ Experience with transportation, logistics, or household goods industry preferred
+ Previous experience serving as independent monitor or compliance auditor preferred
+ Prior employment with Department of Defense or other federal agencies, preferred
+ Experience with Transportation Review Board processes or similar administrative proceedings, helpful
+ Background in household goods moving industry operations, helpful
+ Experience with Corporate Integrity Agreements or similar compliance frameworks, helpful
+ Military service background with logistics or transportation experience, preferred

+ Certified Public Accountant (CPA)
+ Certified Internal Auditor (CIA)
+ Certified Compliance and Ethics Professional (CCEP)
+ Certified Government Auditing Professional (CGAP)

Conflict of Interest:
+ No current or previous employment with Interstate or affiliated entities within the past 5 years
+ No current or previous employment with competitors within the past 2 years
+ No financial interests in Interstate or competitors
+ No personal relationships with Interstate or board members that could impair objectivity
Reporting Independence:
+ Functional reporting to Independent Oversight Board with unrestricted communication
+ Administrative reporting to CEO for operational coordination
+ Direct communication authority with USTRANSCOM without management interference
+ Authority to report violations or concerns directly to IOB and USTRANSCOM
Professional Independence:

LANGUAGE and COMMUNICATION SKILLS
Ability to speak, read, write, and comprehend documents written in English to an above average competency. Ability to effectively present information to internal or external clients.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference and apply concepts such as fractions, percentages, ratios and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
