    JOB SUMMARY: Manages one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Services as group leader to professionals providing professional support in one or more of the areas listed.

     

    JOB SPECIFIC DUTIES: Under limited supervision, oversee the activities required to construct and accept projects in areas assigned. Coordinate project administrative and management activities as it relates to time, cost, problem resolution, negotiations, acceptance, contract modifications, policies, specifications, contracts, inspection, claims, etc. Assure a total quality and cost-effective product through personal inspection or by inspections done by others employed or contracted by the Department. This position is located District 6.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

    STATE ENTRY QUALIFICATIONS:

    • Associate degree in a lead worker, team leader, or supervisory role OR

    • One year at position equivalent.

    AGENCY SPECIFIC QUALIFICATIONS :

    • Demonstrated advanced working level knowledge of engineering principles, construction methods and materials, of construction plans, specifications.

    • Professional level work experience in field construction

    • Demonstrated ability to identify and analyze on-site and contract related construction problems.

    • Demonstrates ability to recall and adapt solutions previously created for similar problems.

    • Demonstrates experience quickly assess engineering judgments and calculations, and to apply sound engineering principles and policies to develop and implement innovative solutions.

    • Demonstrated ability to visualize and explain project and construction sequence from plans.

    • Experience requesting and managing manpower and resources department-wide to address problems

    • Demonstrated ability to identify training needs of construction personnel, to write and develop training materials, to develop ideas and explain practices to individuals and groups effectively.

    • Previous experience in a lead or supervisory role interacting with others to guide them towards assurance of total quality and cost-effective products.

    • Demonstrated ability to visualize and explain project and construction sequence from plans.

    • Displays a high level of initiative and high standards of ethical conduct.

    • Possesses the physical ability to travel by car several hours daily to visit construction projects.

    • Demonstrated experience using Microsoft Office programs to make effective presentations or provide training.

    • Committed to providing quality customer service.

    AGENCY PREFERRED QUALIFCATIONS:

    • Possess strong analytical and problem-solving skills to resolve construction related issues.

    • Comprehensive knowledge of construction project management practices.

    • Knowledge of the rules policies and procedures of the Department and operate effectively within them.

    • Demonstrated ability to organize work of selected team, to set priorities and evaluate progress; to interact with team members to motivate and foster cooperation and commitment to prompt resolution.

    • Persuades or negotiates with others to accept recommendations or reach acceptable solution.

    • Demonstrated ability to incorporate department mission values into the solution of construction management problems.

    • Responds positively to change and unexpected obstacles and uses computer applications to work efficiently.

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

    The selected candidate must meet the advertised minimum qualifications and any other qualifications specific to the job responsibilities. The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered. In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
