Description
The City of Norfolk's Department of Parks and Recreation is currently seeking an Equipment Operator III for cemeteries operated by the City of Norfolk. The Equipment Operator III is responsible for the preparation of the interment by opening and closing the grave(s). They also participate in the ground's maintenance and landscape projects, including, but not limited to, mowing, trimming, foundation installations, tree trimming, and supporting other cemetery locations

The City of Norfolk Cemetery Fund produces annual revenues in excess of $2.5 million.
Department Hiring Starting Salary Range: $41,503 - $47,728
Essential Functions
Essential functions include but are not limited to:
+ Work involves driving and operating trucks, backhoes, and other heavy equipment; transporting workers, equipment, or supplies to and from job sites; operating various equipment to maintain cemetery grounds and landscapes; and performing maintenance and minor repairs on equipment.
+ Check equipment daily for needed fuel or fluids and inspect for safety before use.
+ Operates tractor of 15 to 50 horsepower in the mowing of grass; operates tractor pulling cart to haul dirt; operates dump truck, 3-ton; operates a backhoe; operates air compressor and pneumatic tools; may also use push mower or trimmer.
+ Performs funeral services by digging, packing, turf work, and backfilling graves, hauling excess dirt, erecting tents, removing flowers, and moving and replacing monuments.
+ Removes debris and flowers, trims and plants trees, shrubs, and flowers, edges the curb, applies fertilizer and pesticides, seeds, removes snow, and aerates lawns.
+ Provides foundation service by digging holes, mixing, pouring concrete, and moving and installing markers.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency. Employees are trained in the operation of vehicles and tools.
Two years' experience as an Equipment Operator or successful completion of a City apprenticeship program.
License(s):
+ Must possess a valid Virginia driver's license.
+ Must be able to obtain a Commercial Driver’s License Class B within twelve (12) months of employment.
Certification(s):
+ Must be able to obtain a Pesticide Registered Technician Certification within twelve (12) months of employment.
Additional Requirements:
+ Must be able to work in all kinds of weather. Must also be flexible if asked to switch between different cemeteries.
+ Must have skills in the safe operation of vehicles, power tools, and pneumatic tools.
+ Must be able to supervise a crew of 4-10 effectively.
+ Must be able to work in a team environment.
+ Must possess the ability to assist in scheduling work assignments if needed.
+ Must have the ability to communicate verbally and in writing. Must understand and issue verbal instructions and directions.
+ Must be able to prepare written reports such as man-hour usage, equipment logs, inventories, and monthly or weekly progress/activity reports.
+ Employees are trained in the operation of vehicles and tools in a cemetery environment.
+ Training is limited to familiarization with cemetery operations and record-keeping requirements.
Additional Information & Requirements
Work Location: Various cemeteries throughout City of Norfolk
Work Hours: Saturday through Wednesday, 8:00 am to 4:30 pm. May work additional weekdays.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
