This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.
The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: This position is a senior-level, licensed professional engineer (PE) for the Maryland Transportation Authority's (MDTA) Office of Engineering and Construction (OEC). The incumbent works in the Traffic Section and will be responsible for traffic and transportation engineering planning, analysis, design, project, and program management. The incumbent will supervise and manage complex transportation engineering studies and projects from initiation to completion and will also supervise lower-level in-house engineers, and/or manage consultant engineering firms. Other duties include, but are not limited to the following:
+ Project and program manager for traffic and transportation engineering projects and programs;
+ Initiate projects, develop and modify specific scope of work for constructions or reconstruction of traffic control devices, ramps, shoulders, toll plaza demolitions, as well as Traffic Systems Management and Operations (TSMO) projects;
+ Manage and supervise activities related to traffic volume and safety data, lane/shoulder closure permitting, oversize/overweight hauling permitting, access management and right of entry engineering permit review;
+ Review/manage various traffic studies (safety studies, traffic impact studies, etc.);
+ Develop and maintain task/project schedules, construction cost estimates, track and manage budgets for projects, and coordinate with other MDTA divisions, as well as federal, state and local agencies;
+ Manage consultants in the design and preparation of construction documents for multiple traffic and highway projects;
+ Review internal and external inquiries related to traffic along MDTA facilities; and
+ Conduct field visits as necessary to meet with construction, maintenance and other personnel to review field conditions and coordinate field activities.
Work is performed in an office setting and in the field. When performing fieldwork, employees may be required to wear safety equipment. Employees are occasionally required to work on different shifts, evenings, or on weekends, and may be required to be on call to respond to after hours emergencies .
Employees in this position will report to the Traffic Discipline Manager or other designated official. The current vacancy exists in Baltimore, MD. This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
MINIMUM QUALIFICATIONS: Possession of a Maryland Professional Engineer license is required. Evidence of license must be presented at the time of appointment
Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer. **Six months of experience must have involved project engineering/management of traffic engineering design, operation, analysis and safety projects (i.e., signing and safety improvement projects) .

Licenses & Certifications
1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment.
2. Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.

1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.
2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge

1. Employees may be subject to emergency recall 24 hours a day and may be required to maintain a reliable communication link (telephone or pager) for the purpose of emergency call back requirements.
