Job Overview: The Casework Programs Manager oversees all casework services in Turlock, including support for Afghan and Ukrainian newcomers, the Preferred Communities program, Intensive Case Management and our Anti-Trafficking program. This role is responsible for managing program implementation, budgets, grant compliance, staff supervision, and training. The manager also maintains key relationships with donors and local community partners.
Major Responsibilities:
Responsibilities include, but are not limited to:
Staff Management:
+ Lead the recruitment, hiring, and onboarding of casework staff.
+ Ensure staff are managed in alignment with IRC’s People Manager Standards.
+ Provide leadership and guidance in the delivery of case management services.
+ Monitor staff caseloads and ensure timely, high-quality service delivery.
+ Review and verify time and effort reports for accuracy.
+ Conduct regular performance evaluations and provide constructive feedback.
+ Support staff development through training and career growth opportunities.
Program Oversight, Financial Management & Compliance:
+ Provide financial oversight for all grants within the casework portfolio.
+ Participate in Budget vs. Actual (BvA) meetings to ensure appropriate spending.
+ Contribute to the development and submission of grant proposals.
+ Monitor service delivery to ensure compliance with program standards and donor requirements.
+ Maintain accurate and up-to-date case files and databases in accordance with IRC policies.
+ Use IRC’s grant management systems to track deliverables and ensure timely reporting.
+ Collaborate with the grants team to submit high-quality, timely reports.
Team/Office Participation:
+ Maintain regular communication with the Site Director regarding program updates, client outcomes, and compliance issues.
+ Represent IRC at meetings and events with community stakeholders and partner organizations.
+ Other duties as assigned.
Job Requirements:
Education:Bachelor’s degree in a related field preferred; equivalent experience will be considered.
Work Experience:
+ Minimum of five years of relevant work experience, with increasing levels of responsibility.
+ At least two years of experience managing human service programs, including staff supervision—preferably in casework services.
+ Familiarity with federally funded refugee, asylee, or immigrant programs and best practices for promoting client self-sufficiency.
Demonstrated Skills & Competencies:
+ Proven ability to work effectively in multicultural environments.

+ High attention to detail and accuracy.
+ Fluent in English (spoken and written); proficiency in Dari and/or Pashto is a plus.
+ Proficient in Microsoft Office (Word, Excel, Outlook) and comfortable using digital tools for data entry and research.
Working Environment:
+ Partial remote, partial in-office work.
+ May require occasional work out of partner agencies’ offices.
+ May require occasional weekend and/or evening work.
Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
