Department Information
The House of Representatives, alongside the Senate, is one of the two chambers of the Colorado General Assembly. It consists of 65 members who are elected from specific Representative Districts. The primary functions of the Chief Clerk's Office, within the House of Representatives, is a non-partisan group that provides assistance and advice to the Speaker of the House and members of the House of Representatives to aid in meeting the legal and parliamentary processes and requirements of the lawmaking process.
Description of Job
Under the supervision of the Chief Clerk, the Assistant Chief Clerk assumes any duties assigned by the Chief Clerk and also serves in the absence of the Chief Clerk. The Assistant Chief Clerk aides the Chief Clerk in maintaining a smooth running legislative process in which elected House members and staff can fully function in order to complete their legislative duties and responsibilities.
The Assistant Chief Clerk must possess a thorough knowledge of the legislative process as well as understanding how this process is coordinated with the other legislative services agencies. They must have a clear knowledge of the House Rules and Joint Rules
Key Responsibilities:
+ Assist the Chief Clerk in maintaining the legislative process.
+ Create, proofread, and publish the daily House Calendar.
+ Develop necessary floor scripts.
+ Communicate with other legislative agencies regarding bill statuses and House requirements.
+ Monitor and manage Live Proceedings, using a software application displaying all House business.
+ Oversee long-term projects during the legislative interim that contribute to the House's ongoing operations.
+ Commit to staying until all tasks are completed, with the understanding that this may involve working beyond regular hours during the legislative session.
This is a full-time and year-round position, but the workload is highly seasonal. Workload can be intense from November 1 through the end of the legislative session in May, often requiring evening and weekend work to meet deadlines. The incumbent must commit to staying until all tasks are completed, with the understanding that this may involve working beyond regular hours during the legislative session. The position entails primarily in-office availability during this time to coordinate the essential tasks. Work schedules are more flexible from May through October, allowing for the utilization of accrued leave.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
+ Ability to work impartially in a nonpartisan manner with members from both sides of the aisle, as well as diverse staff and agencies.
+ Comprehensive knowledge of the legislative process and its coordination with other legislative services.
+ Familiarity with House Rules and Joint Rules.
+ Proficiency in communication, writing, editing, and proofing.
+ Strong computer skills, particularly in MS Word or WordPerfect.
+ Possess excellent organizational and motivational skills, with the ability to think quickly under pressure.
+ Flexibility to work irregular hours, including evenings, holidays, and weekends as needed, especially during the legislative session.
The salary range for the position is $85,000-$106,000 per year. The House provides a competitive benefits package, including eligibility for health and dental insurance and your choice of Defined Benefit or Defined Contribution PERA retirement plan.
