This open competitive advertisement is for a SES (Selected Exempt Service) position located within the Florida Department of Health, Division of Children’s Medical Services.
The Division of Children’s Medical Services is seeking a dynamic and experienced individual to serve as the Personnel Liaison Manager for the Bureau of General Operations. This is a highly professional leadership position that plays a critical role in shaping and implementing policies and special projects aimed at enhancing personnel management across the Division’s workforce.
The position serves as the lead personnel contact for Children’s Medical Services and supervises employees in the area of personnel task. The position requires the incumbent to work independently without close supervision and to use independent judgement in making decisions within established internal and department policies, procedures, guidelines, and rules.
The incumbent will have access to confidential information and is expected to maintain confidentiality and perform highly responsible administrative work in managing Children’s Medical Services’ personnel needs and activities.
Tasks and Responsibilities include:
• Advise and collaborate with senior leadership on personnel issues, solutions, policies, procedures, and regulations.
• Provide technical advice and guidance to field staff regarding personnel administration.
• Supervise Personnel Liaison Specialist responsible for major functional areas within the Bureau of General Operations.
• Manage recruitment, onboarding, and retention for all key positions, ensuring proper training is implemented and conducted.
• Ensure human resources and related actions and assignments are reviewed, coordinated, and completed in a timely manner and in accordance with division, department and state personnel policies, procedures, and rules.
• Ensure job descriptions are up to date and compliant with state and federal regulations.
• Develops HR processes.
• Ensures internal HR policies and procedures are updated, maintained, and evaluated to ensure continuous quality assurance and compliance with the department's HR policies and procedures.
• Serves as Train Administrator and coordinators with DOH and CMS TRAIN Florida administrators to ensure ensuring employees have completed all DOH Required Trainings.
• Performs other related duties as assigned
Preferred Minimum Qualifications:
• At least 3 years of verifiable related work experience with the State of Florida Personnel System in classification or organizational management.
• Experience using Microsoft Office Word, Excel, Outlook and Visio.
• Experience using the People First System.
