Job Description
The essential function of the position within the organization is to develop, coordinate, deploy, and analyze budgets for the State Courts System (SCS). The position oversees, monitors, and administers funding needs, requests, and allotments; projects, analyzes, and tracks expenditures; prepares, develops, and evaluates objectives for program specific budgets; submits and defends budgets; prepares budget amendments; performs general accounting reports; and reviews legislative proposals to determine fiscal impact to the State Courts System. This position works independently, coordinating with specific court programs, the office, and staff.
The responsibilities of this position include:
+ Develops and implements State Courts System (SCS) operating budgets in compliance with appropriations bills and other legislative actions, as well as with policies and directives of the Trial Court Budget Commission (TCBC), District Court of Appeal Budget Commission (DCABC), State Courts Administrator, and the Supreme Court, via the direction of the Chief Justice; reviews for compliance and re-allocation as needed to achieve organizational goals.
+ Oversees and manages unit budgets.
+ Organizes and compiles aggregation of data from multiple sources and consolidates into detailed and summary reports for SCS leadership; analyzes and researches any discrepancies and directs corrective actions as needed. Assists with the preparation of the annual SCS budget, including Legislative Budget Request (LBR), Capital Improvement Plan (CIP), and Long Range Program Plan (LRPP).
+ Collaborates with various program managers in the development of recurring and proposed operating budgets with salaries and benefits costs, operational funding, and development of both recurring and non-recurring budgets.
+ Manages trust fund operations, including cash flow, expenditures, revenues, forecasting and data collection.
+ Prepares initial and monthly payroll liability projections to include changes to salary, benefits cost, and annualized impact on available budgets.
+ Forecasts available salaries versus current need to assist and support leadership decisions and to direct corrective strategies as needed to meet payroll liability through the fiscal year.
+ Develops and prepares legislative budget actions, including budget amendments, with required documentation for submission to Executive Office of the Governor and Florida Legislature.
+ Posts allocations into the state accounting system.
+ Certifies budget authority for Other Personnel Services (OPS) for all program areas.
+ Monitors appropriations, allotments, releases, and expenditures to ensure appropriate funding and spending.
+ Ensures balance of SCS records with state accounts; complies with required audit standards.
+ Oversees the budgetary development and implementation of grant awards.
+ Attends staff and other professional meetings to exchange information.
+ Attends technical or professional workshops or seminars to improve professional skills
Education and Training Guidelines

Experience

Additional relevant education may substitute for the recommended experience on a yearfor-year basis, excluding supervisory experience. Three years of related work experience.
