    The Work You Will Do:

    Right of Way Project Manager – District Four / Transportation Development / Right of Way Production

     

    This position will coordinate and direct the activities on a right of way project. This position will also procure consultant services, review and approve invoices, and review and recommend administrative settlements.

    Annual Salary Range:

    $59,795.58 - $77,382.52

     

    A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.

    Your Specific Responsibilities:

    Coordinate and direct the activities on a Right of Way project. Coordinate and direct the activities of Right of Way consultants. Respond to public records requests and related inquiries. Review and recommend administrative settlements. Provide expert property management assistance for project/parcel assignments. Coordinate with other offices to address and resolve issues. Identify and evaluate advance acquisition opportunities.

     

    Ensure and monitor a Quality Control Program. Ensuring data is entered into the Right of Way Management System (RWMS) and SharePoint.

     

    Interpret and communicate right of way policies and procedures. Assist in the development of policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures.

     

    Procures consultant services. Review and approve invoices.

     

    Monitor, train and assist local governments. Represent Right of Way at public meetings/hearings and workshops, and similar forums.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.

    + real estate principles and practices.

    + quality assurance planning for the acquisition and relocation assistance program.

    Skilled in:

    + effectively communicating orally and in writing.

    + the use of personal computers, including a working knowledge of word processing and spreadsheet software.

    Ability to:

    + effectively plan, organize, and work independently.

    + establish and maintain good working relationships with others.

    + identify training needs, and to develop and present effective acquisition and relocation training.

    + implement a quality assurance plan for the acquisition and relocation assistance program.

    + be self-directed and skilled in problem solving.

    + understand and interpret real estate appraisals and right of way maps.

    Minimum Qualifications:

    + A high school diploma and eight years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition, or appraisal of real estate; An associates degree from an accredited college or university can substitute for two years of the required experience. A bachelor's degree from an accredited college or university can substitute for four years of the required experience. Graduation from the FDOT Real Estate Level II Training Program can substitute for seven years of the required experience. Prior experience as a Right of Way Project Manager can substitute for eight years of the required experience.
