    The Work You Will Do:

    Rail Administration Manager – District Four /Transportation Development – Modal Development

     

    This position will supervise and oversee professional staff assigned to manage a variety of projects in the District. This position will also coordinate the District Four Rail program, including extensive coordination with the South Florida Regional Transit Authority (SFRTA), Florida East Coast (FEC), CSX, and the Federal Railroad Administration (FRA).

    Your Specific Responsibilities:

    Supervises and oversees professional staff assigned to manage a variety of projects in the District. Provides technical and administrative guidance within the section and plans unit operations to fulfill work objectives and to meet deadlines. Oversees the positions within the section and manages and monitors resource needs of the unit ensuring equitable distribution of workload and meeting of all performance and conduct standards. Provides mentoring, training and development, conducts performance evaluations, provides positive recognition, and necessary disciplinary actions. Leads employees to work according to the Department's mission, vision, and values. Assigns appropriate authority to staff to manage projects and programs.

     

    Coordinates the District Four Rail program, including extensive coordination with the South Florida Regional Transit Authority (SFRTA), Florida East Coast (FEC), CSX, and the Federal Railroad Administration (FRA). Oversees and monitors the progress and status of projects assigned to project managers and program managers within the section including, but not limited to, funding, scheduling, scope definition, agency coordination and quality. Attends the monthly project status meetings and reports on the projects within the assigned section. Acts as project manager for major Florida Department of Transportation (FDOT) permit projects (or projects for which FDOT contributes capital funding) ensuring adequate coordination with other District Four offices. Represents District Four at agency meetings for the projects.

     

    Communicates with subordinates and the Modal Development Manager and Executive Management any anticipated problems or controversial project issues and assists in their resolution. Monitors the administration of consultant contracts within the section including advertisement, selection, negotiations, invoicing, evaluation and contract status. Ensures all contractual issues are handled on a timely basis and in accordance with Department's procedures.

     

    Directs and assists selected consulting firms to perform engineering services on behalf of the Department Including all activities relating to plans preparation. Assists the consultant by coordinating with in-house support staff and external agencies to accurately define scope and to address all comments and concerns of the project's stakeholders. Maintains close surveillance over all preconstruction activities and takes action necessary to assure continuous project advancement to meet committed project mil Stones. This includes maintaining accurate project cost, estimating, scheduling and ensuring that this information is current in the Project Scheduling Management and Financial Management mainframe databases.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + the concepts, terminology, principles, and analytical techniques of engineering design; Knowledge of plans preparation.

    + production goals and principles; Knowledge of the professional services process in consultant acquisition.

    Skilled in:

    + using word processing, spreadsheet, database, presentation and email application.

    Ability to:

    + lead, supervise, and work with diverse groups of people.

    + plan, organize, and establish priorities and assign resources.

    + strategically plan, guide, and implement transportation programs and infrastructure.

    + analyze, interpret, and apply federal / state regulations and engineering standards, and communicate information effectively.

    + develop bold and innovative ideas.

    + establish and maintain effective internal and external relationships under pressure.
