    Your Specific Responsibilities:

    The Contract Manager Team Lead assists the Contracts Liaison in coordinating the monitoring and evaluation of quality improvement within the terms of the Office of Minority Health (OMH). The incumbent in this position reports to the Operations and Finance Manager. This is highly responsible, and the incumbent serves as a Contract Manager for the Office. The position is responsible for the overall coordination and implementation of the contract of each program for which the employee is responsible, including planning, monitoring, and evaluating all program components, adhering strictly to established grant and State Health Office guidelines. Provides and documents contract management services according to State of Florida guidelines. Activities include ensuring management of contracts, quality assurance, compliance reviews, financial authorization, provider training and education, and tracking and reporting pertinent data to the State Health Office providers and the public. Produces work such as reports, measures, indicators, and evaluation tools that support grant objectives and those goals and objectives outlined.

     

    Serve as contract manager for assigned contracts resulting from the competitively and non-competitively procured projects as outlined in Sections 381.7351-381.7356 Florida Statutes, including planning, monitoring, and evaluating all program components, adhere strictly to established grant and State Health Office guidelines. Provides and documents contract management services according to State of Florida Guidelines. Prepare contracts and track outcomes. Provide contract management and perform fiscal, purchasing, statistical, and other major contract management functions.

     

    Assist in the preparation of budgets; correspond with vendors and fiscal office to resolve discrepancies. Responsible for reporting requirements and compilation of all necessary documents for funded programs. Organizes and maintains contract files, including eligibility documents, referrals, authorizations, medical reports, complete forms, case progress notes, billing forms, and audits. Prepare reports promptly as required by the State and/or community partners. Verify and authorize invoices for payment. Ensure accuracy and completeness of tracking and follow-up of all program components. Responsible for conducting, via desk review or on-site, administrative monitoring of all assigned contracts to ensure compliance with state and federal law pertaining to corporations, public records, E-Verify, Equal Employment Opportunity, Pro-Child Indoor Act of 1994, Record Retention, Insurance, Health Insurance Portability Accountability Act, and subcontract.

     

    Serving as Team Lead of the contract unit, the position will provide information and guidance to staff as guided by the Operations and Finance Manager. Plans, schedules, sets priorities, conducts strategic planning, and assures quality work products and services delivered through the contract unit and contract liaisons. Responsible for ongoing quality assurance of all CTG contracts by conducting periodic second reviews, programmatic desk audit reviews of all contracts, and providing technical assistance to other contract managers related to their contracts and fiscal requirements. Make recommendations as necessary to correct identified quality deficiencies and improve contract operations and service delivery. Prepare and train all contract management staff to ensure that processes are understood, efficiencies are found, and expected contract deliverables that support intervention and prevention are obtained. Develop, implement, and evaluate standards for contract management in the OMH. Assist with the RFA process, including criteria development, review team recruitment, coordination with other department programs, and grantee selection.

     

    Serve in the following operational capacities for the Office: P-Card Approval 2, MFMP purchasing. Serve on internal workgroups and committees and perform other duties as assigned; promote and participate in process improvement activities. Travel and attend meetings and performs, attends approved in-services, training, and staff meetings. Perform other administrative duties as needed.     Required Knowledge, Skills, and Abilities:

    + Knowledge of methods for collecting, analyzing, and summarizing data in reports.

    + Knowledge of Excel, MS Word, PowerPoint, SharePoint, Adobe Acrobat, and Outlook at a proficient level.

    + Excellent written and verbal communication skills.

    + Ability to coordinate multiple projects simultaneously.

    + Ability to apply rules, regulations, policies, and procedures to analysis reports and daily activities.

    + Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. This includes strategic planning and resource allocation.

    + Ability to provide recommendations, solve problems, document workflows, and perform other activities related to program improvement.

    + Ability to analyze program and project performance indicators for accuracy and conduct fact-finding research.

    + Ability to utilize problem-solving techniques, understand and apply relevant rules, regulations, policies, and procedures related to analysis reports and program activities, and plan, organize, and coordinate work assignments.

    Qualifications:

    Minimum:

    + Bachelor’s degree from an accredited college or university in a related field of study; OR high school diploma or equivalent; AND four (4) years of professional experience from one or more of the following fields: public health, public administration, or health administration is preferred.

    + Master’s degree in public health, public administration, or health administration is preferred.

    + Two years of experience managing public health or community health-related programs and providing technical assistance to local partners on project planning, budgeting, and reporting.

    + Two years of experience developing program tools and templates for program data reporting.

    + Two years of experience conducting meetings with local partners.

    + Two years of experience developing quarterly and annual program reports.

    + One year of experience implementing programs, projects, or policies.

    + One year of experience collecting, analyzing, and summarizing data in reports.

    + Proficient at an advanced level in Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, and Adobe Acrobat.
