Summary You will serve as a Supervisory Interdisciplinary Nuclear Engineer/ Health Physicist Division Head, Radiological Controls Technician Qualification School (Code 105.7) in the Radiological Controls Office of Norfolk Naval Shipyard of NORFOLK NAVAL SHIPYARD. Responsibilities You will plan, organize, and direct the activities of Code 105. You will ensure that the Radiological Controls Program complies with legal and regulatory requirements and meets customer needs. You will research, interpret, analyze, and apply Federal, State, and DOD guidelines, policies, and regulations. You will establish policies and procedures for the accomplishment of radiological compliance and modernization. You will oversee the Radiological Controls Office for the management and execution of the Radiological Controls Technician Qualification School (RCTQS). You will develop and execute the budget necessary to run the school. You will represent the Shipyard on scientific and technical matters pertaining to radiological controls with representatives of Naval Sea System (NAVSEA). Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating mastery of the concepts, principles and practices of Radiation Health, Health Physics, nuclear and radiological engineering, planning, and production to serve as a technical authority in radiological matters. Applying professional knowledge in the field of radiological controls as it applies to Naval Nuclear Propulsion Program (NNPP) work. Providing professional expert knowledge of reactor plant and nuclear ship design, instrumentation, operating characteristics and casualty procedures. Demonstrating extensive knowledge and understanding of broad policy statements, policy initiatives, scientific studies and other complex industrial radiological controls and health regulations from Department of Defense (DOD), Secretary of the Navy (SECNAV), NAVSEA, Navy Manufacturing (NAVMAT), Nuclear Regulatory Commission, and Environmental Protection Agency. Maintaining management level contact and coordination with personnel in engineering, training and radiological monitoring organizations, military commands, NAVSEA representatives, naval officers and managers from other NNPP activities. Coordinating with customers to identify training deficiencies and improvement opportunities and participates in the development and coordination of permanent corrective actions. Possessing significant knowledge of internal and external program and policy issues affecting the Naval Nuclear Propulsion Program (NNPP) program and be able to recommend policy formulation and long-range planning in connection with prospective changes in functions and programs. Demonstrating extensive knowledge and skill to direct the management and execution of the Radiological Controls Technician Qualification School (RCTQS) curriculum, training material, written and practical examinations to meet current corporate requirements and reflect best corporate practices. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
