Job Description
JOB PURPOSE/SUMMARY:
Responsible for day-to-day management of the Marine Personnel Department, including recruiting, scheduling, crew travel, expense reimbursements, coordinating and tracking training, and time-entry. Reviews validity of all time-entry relative to union agreements. Works with HR Business Partner to assure HR compliance. Also works closely with Labor Relations and Payroll. Uses discretional decision-making authority to solve day-to-day problems associated with managing all aspects of Marine Personnel.
ESSENTIAL FUNCTIONS:
Recruiting, Crewing and Scheduling
+ Hire individuals as required to crew vessels consistent with US Coast Guard license requirements, E.E.O. and affirmative actions commitment.
+ Create job posting for all open positions using an applicant tracking system ensuring data accuracy.
+ Coordinate phone, onsite and virtual conference interviews for candidates.
+ Deliver a seamless and positive recruiting experience for all candidates.
+ Understands and complies with Affirmative Action Plan, EEO, Non-Discrimination, Harassment and all other HR policies and procedures.
+ Process new hire paperwork and schedule pre-employment physicals and drug testing.
+ Ensures all onboarding activities in ESS and in-person is processed timely and accurately, including eI9 and E-verify in compliance with regulatory agencies.
+ Ensures full compliance with the Drug and Alcohol programs.
+ Provides vacation and illness relief for marine employees on a 24-hour a day, seven days a week basis.
+ Respond to general employment inquiries.
+ Manages union head count to avoid additional costs due to guaranteed wage rule.
+ Works with Marine Operations in disciplining marine personnel as required for conduct and performance.
+ Works with Marine Operations to ensure marine employees are evaluated timely.
+ Assists in implementation of labor contracts including grievance resolutions.
+ Provide Seatime Reports.
+ Works with claims department on modified duty and return to work programs.
+ Performs special duties and other projects as assigned.
+ Adheres to all company policies.
+ Accomplishes all tasks as appropriately assigned or requested.
Time-keeping records for marine personnel
+ Reviews validity of all wages relative to union agreements, including daily wages, hourly overtime, sick leave, short-term disability and vacation pay.
+ Inputs and/or reviews data into on-line payroll system for all wages paid to marine personnel.
+ Coordinates special payroll situations between marine personnel and accounting department.
+ Process travel expense reimbursements for marine employees.
Training
+ Ensures that crews are properly trained for their assignments.
+ Works with outside vendors to set up training schedule dates.
+ Motivates and schedules marine employees to complete their required training.
+ Maintains database for training classes.
+ Maintains database for Coast Guard licenses.
+ Maintains seniority lists for union employees.
Vessel visitations
+ Conducts vessel visitations on a regular basis to interact with crews for the purpose of enhancing office to vessel communication in addition to identification of any personnel issues that require resolution.
+ Develops a functional and technical knowledge base of marine operation activities of the region through learning, experience and observation.
KNOWLEDGE SKILLS AND ABILITIES:
+ Must have a strong maritime background with a thorough understanding of the day-today operations of vessels, their limits, their capabilities and both internal characteristics and external factors influencing them.
+ Must have an understanding of the individual roles, interactions and responsibilities of crewmembers manning the vessels.
+ English language necessary for oral, written and phone communications.
+ Basic math skills for calculations involving payroll.
+ Legal, with regard to EEO - hiring and discipline. Knowledge of general human resources functions and applicable regulations is preferable.
+ Strong computer skills, Windows, Word, Excel, Outlook, etc.
+ General knowledge of various office machines
+ Ability to build and maintain effective working relationships.
+ Ability to tactfully interact with a wide range of personalities.
+ Ability to organize workload and prioritize projects in an ever-changing environment.
+ Ability to work under pressure.
+ Must be able to gain an intimate familiarity with company lines of business.
+ Must be able to establish a good working relationship with Payroll and Human Resources.
+ Must be able to use discretionary decision making authority to solve day to day problems associated with managing various resources.
+ Ability to demonstrate high ethical standards of honesty and integrity to lead by example.
MINIMUM REQUIREMENTS:
This position requires a Bachelor's degree from a four-year college or university; or three years related experience and/or training; or equivalent combination of education and experience. Preference given to those with a Bachelor's degree from a maritime academy and/or a valid USCG Mate License.
WORKING CONDITIONS:
Work is performed in environments ranging from outside to inside, noisy to quiet, hot to cold, and wet to dry as well as in normal office environments. May be required to work more than a normal workweek, including weekends. Travel may also be required. Some work will be performed outdoors, in, on, or about seagoing vessels in dynamic, wet, noisy and odorous conditions. Regular and predictable attendance is a requirement.
PHYSICAL/MENTAL DEMANDS:
While performing the duties of this job, the employee will be involved with accessing vessels, sometimes climbing stairs, bending, stooping and reaching overhead. The employee must occasionally lift and/or move up to 25 pounds. Ability to move between buildings, ascend/descend stairs and go outdoors in all kinds of weather. Also for vessel and site visits, one needs the ability to climb ladders and over bulwarks. Specific vision abilities required by this job include close vision and the ability to adjust focus. The workday usually has a high number of interruptions and priority changes necessitating the need to remain flexible and focused in order to accomplish tasks.

Compensation
Pay for this position will be between $86,968 to $130,452 annually based on experience.
