    Summary You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the INDUSTRIAL HYGIENE DIVISION of NMRTC BREMERTON WA. Responsibilities You will report to the Environmental Manager, Facilities Department to manage and/or implement environmental programs at assigned site and serve as an advisor on all aspects of the assigned environmental areas. You will plan, develop, organize, administer, evaluate and coordinate environmental operations for a broad range of environmental protection programs for the assigned site. You will provide routine and emergency environmental services to support compliance; manage waste and protect environmental resources at the installation. You will evaluate needs and recommend environmental personnel, equipment and facilities needed to accomplish the mission in the assigned areas of responsibility. You will implement environmental processes and develop and submit recommendations for appropriate changes and support. You will manage operations and implementation for one or more environmental programs, such as air quality, water quality, spill prevention and response, hazardous and solid waste, pollution prevention, toxic substances control, etc. You will develop and recommend budget for program needs and prepare, or provide input to, budget documentation to support request and also manage resources assigned in area of responsibility during fiscal year execution or for implementing a project. You will function as the team leader of audit teams to conduct inspections of installation facilities and operations to ensure compliance with environmental laws and regulations and ensure equipment is accurately calibrated and functioning properly. You will provide guidance to appropriate installation, local or state organizations in developing new or radically different procedures to correct violations or meet new program requirements. You will advise top management, supervisors, and staff and operating officials on matters concerning environmental compliance and pollution prevention programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning, developing, organizing, administering, evaluating and coordinating environmental operations for a broad range of environmental protection programs for sites; Experience providing routine and emergency environmental services to support compliance; managing waste and protecting environmental resources at the installation; Experience evaluating needs and recommending environmental personnel, equipment and facilities needed to accomplish assignments; Experience implementing environmental processes and developing and submitting recommendations for appropriate changes and support; and Experience performing environmental inspections on industrial operations (e.g. worksites, storage areas, facilities, etc.), ensuring equipment is functioning properly, collecting samples, and analyzing and interpreting laboratory reports to determine the presence of hazardous environmental conditions and the degree of noncompliance with regulatory guidance. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree or Successful completion of an LL.M. degree, if related to the position being filled or You have a combination of experience and graduate education as described above that equates to one year of experience.
