    Summary You will serve as a Security Specialist of NAVAL POSTGRADUATE SCHOOL. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will acquire, monitor, and maintain the command Communications Security (COMSEC) material allowance. You will maintain proper storage and adequate physical security for the COMSEC material held by the account. You will issue COMSEC material on local custody form(s) after verifying that the recipient is authorized to hold COMSEC material and has executed a COMSEC Responsibility Acknowledgment Form. You will develop and maintain local procedures for controlling access, document accountability and passing clearances. You will, as collateral duty, manage the departmental budget, monitor supplies, and order consumables, research, modify, order and maintain other equipment, and act as the departmental minor property manager Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance to personnel on the Electronic Key Management System (EKMS); 2) Inspecting Communication Security (COMSEC) operations to ensure compliance with security guidelines and directives; 3) Conducting training to ensure personnel handling COMSEC material are familiar with and adhere to proper COMSEC procedures; and 4) Developing solutions to COMSEC issues. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional Information Requirements: The work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces to move or lift moderately heavy objects. Special safety regulations are needed to operate the Security Departments Disintegrator. This work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise in confined space. Employee is required to use double hearing protection, dust mask and protective eye goggles. Mandatory requirements are listed: - Noise Exam required annually - Observed on the job training for new operators to avoid mishaps. discomfort and correct machine operation procedures. - Two-year Industrial Hygiene survey is conducted with the Security Management Department. - Higher measured noise levels from paper mulching machine (Disintegrator) requires personnel to wear both ear plugs and muffs during operation. - Termination Noise Exam is necessary as soon as practical after the worker's performance of the job process involving significant exposure to hazardous noise ends. resulting from the process no longer performed, worker reassignment or termination of employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
