    Summary This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T5900000 and is part of the UTANG HQ located in SLC UT, with the Utah Air National Guard. Priority will be given to all current, onboard employees of the UTANG. The selecting supervisor for this vacancy is Lt Col Daniel Frost. Responsibilities Major Duties: This is not an all-inclusive list As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), GS-0201-11/12, you will: Provides state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Develops state-level programs, publications, policies, and procedures. Manages the state and federal programs for awards, decorations, special recognition, and other incentive/retention enhancement efforts. Monitors and executes state-level responsibilities regarding all military personnel assignments, reassignments, classification actions, and professional military education. Conducts in-depth research on difficult personnel cases, administrative matters, medical, and training problems. Provides technical and specialized data, background material and references, and determines solutions and courses of action to be followed. Monitors manning, manpower authorizations, and organizational changes. Maintains frequent contact with the National Guard Bureau (NGB), Air National Guard Support Center (ANGSC), Air Force Military Personnel Center(AFMPC), Air Reserve Personnel Center (ARPC), and other appropriate agencies. Coordinates a statewide incentive program, and serves as the focal point for all matters pertaining to the program. Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Assists in maintaining orderly and efficient accomplishment of the office administrative workload. Manages the state Officer Effectiveness Report Program. Provides information to staff personnel regarding trends, and informs commanders of current policies and procedures. Provides statistical data to management to assist in monitoring the program. Manages the federal and state ANG Military Awards Program. Develops and implements program guidance. Monitors the effectiveness, equitableness, and adequacy of unit level military awards programs. Identifies and recommends submission of military awards for headquarters unit personnel. Conducts research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed. Drafts policies and procedures affecting personnel programs, administrative management, and program development for statewide implementation. Ensures directives are maintained in an up-to-date status by periodically reviewing for accuracy and completeness. Provides guidance and coordination of ANG Family Program matters within the state. Functions as a liaison between the Joint State Family Program Coordinator and the Director of Personnel (DP) at Wing level. Provides guidance and assistance to the Wing Commander and also to the Wing DP who oversees and directs the conduct of the wing level Family Program workload. Provides direct oversight to the Family Program and the Family Program Coordinator contract. Performs other duties as assigned. Requirements Conditions of Employment Must be a US Citizen. Must be able to obtain and maintain the appropriate security clearance of the position. This position is subject to provisions of the DoD Priority Placement Program. Potential for incentive pay. Position may be telework eligible after completion of probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Position MAY be telework eligible after completion of probationary period subject to the needs and policies of the organization. Qualifications *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. Specialized Experience GS 11 Have at least 1 year as a GS-0201-9? *Must submit SF50 to verify* OR posses the following?: Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Specialized Experience GS 12 Have at least 1 year as a GS-0201-11? *Must submit SF50 to verify* OR posses the following? Knowledge of wide range of military human resource concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive advisory and technical services on substantive organizational functions and work practices. An in depth understanding of complex organizational structures with military and full-time organizational alignment. Ability to interpret and analyze state laws and rules with respect to military personnel management to include appointment, separation, retirement and discharge. Ability to prepare and analyze qualitative and quantitative measures for officer and enlisted personnel management; sufficient to develop computer-based models for projecting officer and enlisted gains, losses and other attrition for such programs as diversity, selective retention, and statewide strength projections. Extensive understanding of military personnel evaluation systems and the ability to provide guidance to senior level commanders and managers. Ability to develop analytical tools to track and monitor officer performance reports. Ability to communicate, both orally and in writing, in regard to complex personnel management policies that determine the career management of ANG officer and enlisted personnel. Ability to develop and disseminate personnel management programs which impact and affect several different wings with different missions and aircraft. Ability to independently research and evaluate retention and turnover rates within a wide range of military personnel career fields. Reports and analyses, which include substantive recommendations, are prepared for presentation to senior level officials. Education A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
