Procurement Controls Specialist
Position Overview
The Procurement Controls Specialist will serve as a key contributor in optimizing Shaw’s global sourcing operations through Oracle Fusion Cloud ERP. This role will be instrumental in ensuring that procurement technology and processes not only support day-to-day operations but also align with Shaw's strategic vision for a frictionless, data-driven procurement ecosystem.
The Specialist will drive system utilization, identify control improvements, and partner across the enterprise to enhance supplier partnerships, workflows, and procurement analytics. The ideal candidate will be a bridge between procurement, IT, sourcing, and business units—bringing insight, technical aptitude, and operational rigor to a critical enterprise platform.
Key Responsibilities:
ERP System Optimization
+ Serve as the functional lead for Oracle Fusion within the Procurement Operations team to
+ Ensure the system is effectively configured to support procurement transactions, compliance protocols, and reporting needs.
+ Collaborate with SCT and business stakeholders to design and implement ERP enhancements that align with procurement and sourcing strategies.
+ Drive strategic sourcing by leveraging system features such as BPA, CPA, and Smart Forms to route spend to preferred suppliers, optimize category-level compliance, and improve efficiency within the P2P (procure-to-pay) process.
Procurement Process Management
+ Manage and maintain Blanket Purchase Agreements (BPA): Create, maintain, and monitor BPAs to ensure compliance with company policies and supplier agreements.
+ Manage and maintain Contract Purchase Agreements (CPA): Manage the creation and management of CPAs, ensuring all terms and conditions are accurately reflected and adhered to.
+ Smart Forms Administration: Develop and maintain Smart Forms to facilitate efficient procurement processes and ensure accurate data entry.
+ Leverage procurement data analytics to identify strategic opportunities for improvement and cost savings, driving initiatives that enhance sourcing efficiency and contribute to the organization's growth objectives.
Training, Governance, & Compliance
+ Deliver training sessions and user guidance to enhance Oracle Fusion adoption across procurement and business units.
+ Ensure compliance with procurement policies, SOX controls, and regulatory standards across sourcing functions.
+ Support internal and external audit readiness by maintaining robust documentation and data integrity.
Stakeholder Collaboration
+ Work closely and partners with internal stakeholders, including senior and executive leadership, finance, legal, and operations, to align and implement procurement activities and processes with organizational strategic goals.
+ Provide regular updates and insights to senior leadership on system utilization, sourcing KPIs, and continuous improvement initiatives.
+ Partner with category managers and sourcing teams to embed procurement controls into strategic sourcing events and contract negotiations.
Data Collection and Analysis
+ Collect and manage procurement data from various sources to ensure accuracy and completeness.
+ Maintain databases and systems for storing and retrieving procurement data.
+ Utilize robust analytics and reporting tools within Oracle Fusion to provide insights and support decision-making and strategic planning.
+ Analyze procurement data to identify trends, compliance gaps, and cost reduction opportunities.
Continuous Improvement
+ Utilize data-driven insights to recommend, create and implement process improvements.
+ Monitor the impact of changes and adjust strategies as needed to achieve optimal results.
Required Qualifications:
+ Bachelor’s degree in supply chain management, business administration or related field and 5+ years of procurement, ERP systems, or supply chain operations are strongly preferred. HS Diploma and 7-10 years of supply chain experience can be considered.
+ Strong background in supplier management, procurement operations, and compliance practices.
+ Advanced skills in Microsoft Excel; experience with SQL, Tableau, or Power BI preferred.
Preferred Qualifications
+ 1-2 years of experience in procurement and ERP system administration, Oracle Fusion strongly preferred.
+ Familiarity with procurement analytics, e-sourcing tools, and contract management systems.
+ Certification in procurement or supply chain management preferred: Certified Supply Chain Professional (CSCP); Certified Purchasing Professional (CPP); Certified Professional in Supply Chain Management (CPSM).
+ AI Knowledge: Understanding, familiarity, and experience using AI in a professional capacity: Microsoft Copilot, Shaw GPT, Chat GPT, or Grok.
