HEAD START/EARLY HEAD START
Through our Head Start and Early Head Start programs, we work with children (ages 0 - 5) and their families to provide the skills, confidence and stable home life necessary for a smooth transition into kindergarten and beyond. Children also receive a broad array of health services including screenings and referrals, maintenance of immunization schedules, nutrition assessments and follow-ups, mental health assessments as part of initial screenings, and determination if any developmental or physical delays are present. Children receive health and dental services and have access to ongoing and acute and routine health and dental care. Enrolled children receive healthy meals, along with an assessment of their nutritional needs and the necessary follow-ups. Nutrition education is available for parents and incorporated into daily classroom activities for the children.

JOB SUMMARY AND PURPOSE
The ERSEA Program Coordinator works the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) processes in accordance with Head Start Performance Standards, and State and Federal policies. Ensures that eligible children and families have access to services, maintaining accurate records, and promoting community awareness about Head Start availability. Implements ERSEA systems and provides training related to these systems for all of the VOALA Children-s Services programs.
Specific duties include:
+ Monitors the implementation of the Eligibility, Recruitment, Selection, Enrollment, Attendance (ERSEA) Plan. Assists in preparing reports and records of ERSEA activities. Implements progam-operating practices such as record keeping, performance standards and recommended development of systems in collaboration with management staff. Monitors the practices of the quality of delivery of service for client service from recruitment, enrollment, or termination. Troubleshoot customer service complaints regarding ERSEA.
+ Supervises assigned ERSEA team members and provides Training and Technical Assistant (TTA) to staff as performance standards are updated; coordinates & develops training as needed for staff. Conducts ongoing professional growth consulting of line staff; provides input for staff performance appraisals and monitors & documents staff effectiveness in meeting the needs of the agency. Supervises Family Advocates, education staff, interns & parent volunteers as needed to support the program during high enrollment periods.
+ Analyzes and monitors the ChildPlus data system for patterns of absenteeism that fall below 85%. Ensures that the agency meets the minimum 85% average daily attendance and meal count. Ensures data is complete and accurate. Coordinates the collection and preparation of children's attendance records. Mentors staff in regard to accurate record keeping. Participates in MDTS meetings. Maintains a system of absenteeism referrals and follows up with families as needed. Monitors the database for accuracy of selection, enrollment, and attendance practices, in collaboration with the Records Coordinator.
+ Seeks opportunities for recruitment by attending community SPA meetings and collaborating with community partners to establish MOUs to provide additional resources for families. Serves as the agency-s liaison to establish partnerships with local community services & advocate for family needs. Analyze community assessment plans to develop and manage agency procedures, and inform staff on current trends and changes as needed. Supervises various staff, including Family Advocates, during high enrollment times.
+ Implements and updates a plan of action based on policies and procedures as they change to reflect current Federal guidelines related to Head Start. The ERSEA Coordinator serves as the area lead in Federal audits. Assists with record keeping of files and monitoring of families' enrollment.
+ The ERSEA Coordinator is an active participant in analyzing data related to ERSEA, and will work as a team with the ERSEA Program Manager to make informed decisions for continuous quality improvement as it pertains to ERSEA policies and procedures.
+ Will support and participate in communicating ERSEA-related data, up or down, and as needed, to the governing body, policy council group, and/or program directors.
+ Other duties as may be needed to fulfill program requirements.
Qualifications
REQUIREMENTS:
+ Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
+ Proof at the time of hire
+ TB clearance within 6 months- prior
+ Annual Influenza vaccination (between Aug 1 - Dec 1)
+ Pertussis (whooping cough) and measles immunization
+ Health screening at the time of employment
+ Requires ability to interact with children in a busy environment including, but not limited to:
+ Able to lift up to 50 lbs.
+ Frequently kneel and squat
+ Ability to move quickly
EDUCATION:
+ B.A. Degree in a related field (Examples include Business, Child Development, Education, Human Service or Social Service fields)
EXPERIENCE:
+ Minimum 6 months of experience monitoring & tracking program data.
+ Minimum of 3 years of management experience in the field of Human Development.
PREFERRED QUALIFICATIONS:
+ Family Credential Certificate
+ Child Care Licensing
+ Direct experience in the operation of a state and/or federally funded CD Program, evidence of interaction with a culturally diverse low-income population.
+ Bilingual English /Spanish (written and verbal).
