We have an exciting opportunity for a Manager, Global Trade who will support and manage export/import licensing activities within the Collins Advanced Structures business, ensure transactional compliance with Sanctions regulations, and act as the Site Lead for the Haltom City, TX location. In this role, you will provide support in all facets of export/import requirements, authorizations, and sanctions covered by both the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). You will be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics as well as collaborate closely with functional groups across the organization and championing compliant business practices in the intricate landscape of export and import regulations.
The Manager, Global Trade position reports to the Senior Manager, Advanced Structures Global Authorizations.
This role will be working onsite in our Haltom City, TX facility. Relocation assistance is available.
What You Will Do
+ Provide export/import licensing guidance and license portfolio management guidance
+ Support the business with developing export/import licensing strategies to enable business growth
+ Subject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements and drafting
+ Review, prepare, submit, and manage various Export/Import Authorizations (Licenses: DSP-5, DSP-85, DSP-73, DSP-61, DOC licenses; Agreements: MLAs and TAAs; Exemptions/Exceptions) to authorize the transfer of regulated hardware, technical data, software, and services
+ Review and approve export transactional requests involving engineering support services, meetings, employee travel, visitor access, technical data/defense service exports, and hardware exports
+ Provide day-to-day guidance and support to Advanced Structures personnel on export licensing and compliance needs (e.g., releasability, etc.). Interpret and explain export compliance requirements such as license/TAA provisions, export regulations, and Collons export policies and procedures
+ Review and disposition Due Diligence requests, including potential screening matches, transactions with Heightened Review Countries, transactions with potential red flags.
+ Review daily screening reports and take necessary actions across all Advanced Structures sites.
+ Create and provide proactive guidance and training on relevant Sanctions and anti-boycott-related topics to affected functions in the business.
+ Conduct comprehensive internal audits and assessments to identify gaps and enhance the strength of our Sanctions program.
+ Site adherence to all aspects of Global Trade compliance at the business.
+ Ensuring that GT policy and procedure implementation is rolled out in accordance with Central GT deliverables and priorities including use of the RISC tool.
+ Supporting site GT communications, GT site councils, and GT training and driving GT culture/awareness.
+ Visitor management and support of facility access controls with the local security team
+ ICP drafting and first line of approval
+ Immigration checklist reviews and approvals
+ Assist with investigations and reviews of possible GT escapes and disclosures
What You Will Learn
+ You'll master the art of providing insightful guidance on licensing strategies and portfolio management, and preparing correct, complete and compliant export authorization requests to fuel the growth of our business
+ You will play a pivotal role in contributing to the continuous improvement of our licensing and compliance processes
+ Expert Sanctions: Review transactions on a case-by-case basis and ensure compliance with Sanctions laws and regulations as well as internal Sanctions policies and procedures.
+ Develop a deep understanding of site-level adherence to Global Trade compliance, ensuring that the business meets all regulatory requirements and internal policies.
+ Gain expertise in rolling out and executing GT policies and procedures in line with Central GT deliverables, while utilizing tools like the RISC tool to track compliance.
+ Developing your skills in stakeholder management, communication, and collaborative decision-making
Qualifications You Must Have
+ Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
+ U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
+ Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests
+ Understanding of ITAR/EAR regulations.
+ Experience with Sanctions laws and regulations.

+ Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
