Duties Description Reporting directly to the Assistant Deputy Commissioner of External and Legislative Affairs, the Program Outreach Specialist 1 will serve as the Upstate Events Manager.Duties of this position include, but are not limited to, the following: • Plan and execute community outreach events, conventions, meetings and other special events;• Manage internal and external request for Outreach and Education programming, to include speaking, tabling and sponsorship requests;• Maintain an internal document that tracks Agency wide external engagements;• Represent DHR at external events;• Ensures each DHR staffer speaking or attending an event on behalf of the Division has all tools necessary to succeed;• Manage DHR hosted events, including but not limited to symposiums, conferences, retreats and in-service forums;• Serve as an Executive Leadership liaison for agency led events;• Work to promotes agency events and services through invitations, cold calls, eblasts and other communications, including proposed social media posts shared with the DHR Communications Unit;• Procure and manage DHR collateral to include brochures, promotional items, banners, tablecloths and other DHR branded materials;• Build and maintain relationships with external partners, local human rights commissions, volunteers, and community-based organizations;• Research, design and complete all necessary NYS procurement requirements to purchase DHR marketing/promotional items through external vendors;• Maintains an inventory tracking system for all DHR promotional items;• Manage event operations, including invoicing and receipting payments;• Draft event plans and proposals that include critical dates, proposed budgets and vendor activity projections;• Develop marketing to support DHR sponsored and co-sponsored events and programs, including the creation of flyers, and website calendar postings;• Maintain various databases to track, confirm, and produce work orders for program activities; • Supervise vendor operations and maintain ongoing relationships; and• Perform any additional tasks as needs arise.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Non-Competitive HELPS Qualifications: Six years of professional experience* in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.*A bachelor's degree may be substituted for up to four years of the above experience. An associate's degree may be substituted for up to two years of the above experience.Transfer Qualifications: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Program Outreach Specialist 1 and are interested in reassignment; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-12 or above and eligible for transfer under section 52.6 or 70.1 of the Civil Service Law.
