Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assistant Director Capital Operations, M-3, position in the Administrative Support Services Group (ASSG), Bureau of Facility Support Services. The Administrative Support Services Group oversees the majority of non-clinical functions at OMH’s State Operated Hospitals. The incumbent will oversee Facility Support Services, which includes direct management of ASSG’s Capital & Operational spending plans, as well as program areas supporting Nutrition, Fleet, Real Property, Interior Design and the Revitalization Teams. This includes direct management of 6-8 program area leads, such as the Cook Chill Production Center in Rockland County, which provides food for about 4,000 OMH patients daily. Additionally, the Assistant Director would have oversight of OMH’s 1,500 vehicle fleet, 45 off-site leased locations and the Revitalization Teams who perform smaller scale construction projects at OMH Campuses. Specific duties to be performed may include, but are not limited to, the following: Assist Director of Capital Operations in planning and managing budget resources. Manage special projects as assigned by the Director. Provide program area analyses and recommendations. Participate in the development of guidelines and procedures as they relate to Support Services functions. Supervise professional staff ensuring that sound technical advice is provided to program managers and employees. Ensure that programmatic resources are managed properly and in accordance with agency policies and procedures.Oversee and direct the management of the agency’s Real Property Program by managing sales, acquisitions, and leasing. Work cooperatively with various state agencies on the disposition of surplus state property and prepare program budgets as required. Direct the management of the Cook Chill Production Center to ensure compliance with all regulatory requirements, adherence to quality control processes, and the review and establishment of performance goals to measure customer satisfaction and operational efficiency.Oversee and direct the management of the statewide fleet program, including fleet right sizing activities, procurement, development of budgets, and the procurement approval process. Direct the management of the Revitalization program, including budget and spending plan development, scheduling of resources, project development and related funding request submissions. Provide programmatic oversight and direction to program staff.Manage the agency’s surplus furniture and equipment program. Ensure that surplus furniture and equipment is managed in accordance with state policy.Oversee the management of the agency’s Furniture, Fixture, and Equipment (FF&E) program, including budget and spending plan development, purchasing, ensure assistance is being provided to OMH facility staff in the selection furniture, finishes and equipment needed to improve the environment of care while ensuring that patient safety standards and procurement guidelines are utilized. Supervise subordinate staff and consultants. Assign and review work, conduct performance evaluations and probation reports.
Minimum Qualifications Transfer Opportunity: Candidates must be employed by New York State to be eligible for transfer to this position. Candidates must be eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position. Permanent appointments may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must be a qualified employee of OMH and have one year of permanent competitive or 55-b/55-c service as a Facilities Planner 3, G-27, Architect 2, G-27, Supervisor Plant Operations and Maintenance, M-2, or Director Mental Health Nutritional Services, M-2.
