    Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Division of Forensic Services (DFS), Mental Health/Criminal Justice Collaboration Unit. This Unit provides support and technical assistance including (a) suicide prevention, wellness workshops, and mental health training for local correctional facilities, (b) appropriate mental health training for criminal justice staff whose jobs bring them in contact with persons who are mentally ill, (c) skill enhancement and training for community mental health provider, and (d) curriculum development and training facilitation in collaboration with state and local agencies. The Unit also oversees and implements the Crisis Intervention Teams (CIT) and the Mobile Access Program (MAP). he incumbent of this position will participate in the planning, organization, and delivery of trainings to local law enforcement and jail personnel. Specific duties to be performed may include, but are not limited to, the following:Participate in the development of curricula; develop new training initiatives; modify existing programs based on an assessment of program needs.Provide technical assistance in developing and updating training policies and manuals.Evaluate effectiveness of training and identify and assess training needs. Oversee contract administration and the hiring of vendors with expertise in forensics, law enforcement, jail diversion, and Crisis Intervention Team initiatives. Provide fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals.Present training courses by obtaining outside instructors or personally conducting courses and selecting audiovisual teaching aids.Review outside instructor’s lesson plans to ensure consistency with course outlines.Prepare lesson plans for those courses conducted personally.Disseminate training announcements and information concerning educational opportunities.Statewide travel is required for this position.

     

    Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in a qualifying field* AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program+.+A master's degree in a qualifying field* can subsitute for one year of specialized experience.Preferred candidates will have the following: - Experience facilitiating or co-faciliting training events, preferably with a law enforcement audience - Experience researching, developing and/or updating training curricula - Strong writing and editing skills *Qualifying degrees: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special educationTransfer Opportunity:Candidates must have permanent service as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a bachelor's or higher degree in a qualifying field as detailed below* AND three years of professional clinical or administrative experience in a mental health program.
